Commissioners Schnining, Simacek, Sovik-Siemens, Coutu present; Thorsen, Smith, Warg absent. Meeting called to order by Chairperson Coutu at 7:00 p.m. 2. Minutes of August 11, 1997: Mr. Schnirring moved, Mr. Simacek seconded approval as printed; motion carried, 4-0. 3. Bills. None 4. Review of building permits or design proposals. None Staff & Committee Reports. Garage queries. Staffreceived calls bom two property owners in the proposed district and one outside concerning the placement and design of new replacement garages. 6. Unfinished business. A. Old Mill Park nomination: Ms. Zellie's comments on nomination were considered. Ms. Sovik-Siemens moved and Ms. Coutu seconded HPC support for the nomination and a recommendation to the Mayor to forward the comments without objection; motion carried, 4-0. B. Proposed historic district & conservation district: The comments by SHPO on the district proposed were discussed. Following points made: · SHPO's primary concern is about contributing and non-contributing buildings. If Historic Housing Assistance Act is passed by Congress, the district would have to be certified by N-PS before residents could qualify for tax credits. Only contributing buildings in a certified district would qualify. ' The hst &non-contributing buildings will be added to the report. · A district expanded to include a few contributing and more non-contributing buildings is not very defensible in court and would be more difficult to certify. Guardian Angels was not included because it would not be considered contributing architecturally because of the major alterations to steeple and walls. · A conservation district requires ordinance amendment to define the purpose, boundaries, criteria and guidelines. A conservation district needs to be coordinated with zoning and subdivision ordinances because it regulates land use proposals which would affect the character of the neighborhood. It anticipates and guides changes to the larger visual patterns already established. Changes to architecturally si~iflcant district ould be revxewed by historic design criteria, buildings within the conservation W .There .are three possible approaches to Guardian Angels: (1) expand historic district to include it; (2) recommend the individual property be designated a heritage preservaaon site; (3) include in a conservation district. Ms. Coutu moved and Mr. Schnirring seconded that the I-IPC will study and make a recommendation to Council on a conservation district or area in central Hastings. 7. New business. Changes to meeting dates. Mr. Schnirring moved and Mr. Simacek seconded changing the regular monthly meeting date to the third Tuesday, and to call a special meeting for September 30th at 7 p.m. to continue discussion of'historic district issues; motion carried, 4-0. Historic property maintenance. It was suggested to facilitate a course through Community Education. 8. Adjournment. Mr. Simacek moved and Ms. Sovik-Siemens seconded adjournment at 9:15.
