MINUTES OF A SPECIAL MEETING OF JUNE 18, 1996
1. Roll: Commissioners Anderson, Coutu, Schnirring, Simacek, Smith & Thorsen present.
2. The Chair opened the Public Meeting on Historic District Study. The following summarizes
comments made by the public.
Bruce Berut, 222 W. 7th. Generally in favor. How would guidelines differ from the general priciples
printed in the paper (Secretary's Standards)? Would any public works be done because of the
district? Would taxes increase?
Dan Griel, 705 Vermillion. Would district provide authority to require owners to maintain their
property? Would the district have made a difference to St. Boniface?
Leslie Atwood. Keep the spirit of the neighborhood, not picky details. We can have change without
sacrificing our heritage.
Jean Schmidt, 114 E 5th. Will a district have any affect on house sales?
Rick Harrington. I own rental property and want to remodel. Are there guidelines for rental
property, particularly garages and porches?
Mrs. Stockman, 422. W. 7th. What about vinyl windows and siding?
Carol Schrnid, 316 W. 8th. I am concerned with inappropriate infill construction.
Pam Thorsen. All the churches should be designated so they know we think its important.
Ed Merwin. 320 w. 7th. Opposed to the idea.
Tom Nesbitt. 221 W. 8th. Have to be careful, use guidelines not dictates, and not cause economic
hardship.
3. Commissioner comments.
Rick Smith. We are looking for ways to live together, not for regulation for its own sake.
Erv Schnirring. We are not dictating, we are here tonight to involve the citizens.
Ann Anderson. Six years on the planning commission convinced me that the zoning code is not
appropriate to preserve the character of old neighborhoods, it was written for 1960s suburbs.
4. Adjournment was moved by Mr. Schnirring and seconded by Ms. Anderson; motion carried.
