MINUTES OF MEETING, DECEMBER 11, 1995
1. Roll: Commissioners Anderson, Coutu, Schnirring, Thorsen and Weinberg present; Smith
and Simacek absent.
2. Minutes of November 13, 1995: Mr. Thorsen moved, Ms. Weinberg seconded approval as
printed; motion carried.
3. Bills: Mr. Schnirring moved, Ms. Anderson seconded approval as printed; motion carded.
a. IOS - $75.90 - copier service
b. Light Impressions - $67.65 - archive materials
c. Rossing Frames - $477.83 - historic pictures framed for City Hall
4. Staff & Conunittee Reports.
a. Dale Henning: could not make the meeting because of the weather.
b. St. Boniface: Written summaries submitted December 1st. The ruling will be within
90 days.
c. Barker House: The Council directed staff to work with the East Side Association as
well as the neighbors. Nothing new to report.
5. Review of building permits or design proposals.
No applications for this meeting.
6. Unfinished business.
a. Review form: to be attached to Building Permits. Mr. Schnirring moved, Ms.
Anderson seconded approval of form adopted from Red Wing HPC; motion carried. Question
on an application fee to be referred to City Attorney.
b. LeDuc House: Mr. Thorsen moved, Mr. Schnirring seconded a recommendation to
Council to send a letter to the State Historic Preservation Office requesting a reuse study for the
LeDuc House in 1996; motion carried.
7. New business.
a. Grant application for 1996-1997. Mr. Schnirring moved and Ms. Weinberg
seconded grant application be made to complete the district planning project; motion carried.
b. Illustrated sites guide: prepared by Mr. Darsow of Pioneer Room and Mr. Wolston
of Dakota County Historical Society. Commissions asked for quotes to print 2,000; 6,000 and
10,000.
8. Adjournment. Mr. Schnirring moved and Ms. Anderson seconded; motion carded.
