Staff: Grossman; Others: Ethel Theiling for 1st Presbyterian and Rob Neill on Gardner House. 2. Minutes of April 10, 1995. Approval moved by Mr. Schnirring and seconded by Mr. Thorsen; motion carded. 3. Bills. Approval moved by Schnirring and seconded by Thorsen; motion carried. Review of building permits or design proposals. a. Re~lace front doors. 119 E Second. Adsit Building. NR. The commissioners considered a Pease 3/4 glass door design provided by staff. This is an off-the-shelf steel door which can be obtained locally and painted to match existing trim. The staff considered it compatible with existing facade of building and the building's age. Mr Thorsen moved and Mr. Schnirfing seconded approval of the design, with the condition that the material could be wood or steel, and that all three doors are to be the same design; motion carried. b. Reolace doors and windows. 217 E Second, Gardner House, NR, Mr. Neill asked the Commission to consider proposed changes in the event that he purchases the building. A building permit has not been applied for. The design provided replaced the doors and window on the ground floor of the building on the west side of the Gardner, the "tavern". The commissioners advised Mr. Neill to repair the existing design or replace the 1881 design; either way the glass/aluminum door has to be replaced. The existing design may date from the 1920s. Mr. Thorsen moved and Mr. Fuchs seconded tabling the matter until additional evidence could be found; motion carried. 5. Unfinished business a. St. Boniface, The commission considered a letter from the Parish Administrator saying that the Parish Council declined the HPC's request to defer demolition and consider alternate uses for a period of 3 months at their meeting of April 20th. Mr. Fuchs noted for the record that a committee of the parish went to the archdiocese two to three years ago when demolition was first proposed. The commissioners felt that in this case the HPC had been involved too late. The importance of local registration was also demonstrated by this case. Without a legal responsibility, the city did not have a place at the table. Commissioners asked staff to request that the Church provide a photographic record of the church before demolition. b. l~om;nafion to I~ation~l Re~i~ter ~nd I-I~tin~ Preservation ~ite: l~t Pre~bvteri~m The ordinance requires ~at ~e I-IPC to recommend listing a site to ~e City Council. The Planning Commission and the State Historic Preservation Office have reviewed the nomination to the lo~1 list. All the recommendations will be considered by Council at the meeting of May 15th. After asking for public comment the commissioners discussed and considered motions on both of these actions. Mrs. Theiling spoke on heMIf of the congregation. A recommendation of approval to the Mayor, for his comments to the 8rate Review Board on the nomination of the 1st Presbyterian Church property to the National Register, was moved by Mr. Fuchs and seconded by Mr. $chnirring; motion carried. A recommendation of approval to the City Council for listing the 1st Presbyterian Church property as an Heritage Preservation Site, was moved by Ms. Coutu and seconded by Mr. $cbnirring; motion carried. c. HPC Membershir~. Staff was asked to send applications to Sandra Weinberg, Michele Tropple and Virginia Cooper. The application of Mark Simacek is still on file. Interviews are to be held at the June meeting. 6. New business The SHPO announced that the grant application for conservation/preservation district study was approved and would be funded after October 1, 1995. 7. Adjournment Mr. Fuchs moved and Mr. Schnirdng seconded adjoumment; motion carried.
