The meeting was called to order at 7:00 p.m. Present were Commmissioners Simacek, Coum, Goderstad and Thorsen; absent were Commissioners Fuchs and Smith. 2. Minutes of February 16, 1994. Goderstad moved and Thorsen seconded approval as printed. Motion carried, 4-0. 3. Barker House. The Barker House, now four walls and a roof, is one of the oldest in the city, built sometime in the mid to late 1850s. Dr. Barker was an early settler and land developer. The City Administrator, David Osberg, noted that this city-owned property was vacant and accessible, an attractive nuisance needing a solution. The Chief of Police, Nick Wasylik, noted that they had calls periodically because of youngsters playing on the property. He noted neighbors stored items on the property, that garbage was dumped on the property, and that occasional evening ~camp fires~ were held there. Councilman Warner agreed with the above, and added that the neighbors would like to see it fixed up or removed. After discussion it was decided to determine if the structure was sound, if utilities could be brought to it, and where it stood in reference to the lot lines. Several citizens expressed interest in accepting ownership if those three issues could be satisfactorily resolved. Mr. Thorsen expressed possible conflict of interest due to his interest in acquisition. Mr. Goderstad moved and Ms. Coutu seconded authorization for a structural study at HPC expense, and a request to the City Staff to determine utility costs and steps required to ensure a marketable property. Motion carried, 3-0, Thorsen abstained. 4. Annual commissioner training. Those intending to attend the training in Red Wing on April 16 are Commissioners Simacek, Goderstad, Coutu and Thorsen. Staff will make reservations in their names. 5. New construction adjacent to Fasbender Clinic. The lot was subdivided and a Bob Wise intends to build an office building. Commission asked staff to review the site plan and building and call a meeting if they were a threat to the Clinic. 6. Adjournment Mr. Thorsen moved and Mr. Goderstad seconded adjournment; motion carded 4-0.
