MINUTES OF MEE'IING OF DECEMBER 15, 1998

2. Minutes. Meeting of October 27, 1998, and September 15, 1998; Moved by Mr. Simacek,
second by Mr. Warg; motion carried..
3. Bills. none.
4. Review of building permits or design proposals.

Request: to replace existing windows with Anderson Renewals.

Replacement windows shall retain the size of the opening, the number of sashes and glass panes,
and the design and dimensions of the casings. A specific material is not required; the appearance
is the criteria.
Findings:
Current windows are replacements of the originals, and are aluminum combinations. The City
does not have a 19th Century photo of the house. The oldest photos show double-hung without
mullions.
The Anderson Renewal windows fit the full frame, are double hung, and made of a new material
called Fibrex - wood fibers and polymer - and permanently color clad.
Mr. Schnirring moved and Mr. Warg seconded approval of the application on the following
grounds; motion carded, 4-0.
Windows of 19th Century houses frequently had six over six pane and/or two over two pane. The
details of the original house design have been lost or altered by residing. Two pane windows are
more compatible with the existing simplified design of the house than the appearance of four or
more panes created by mullions.
5. Unfinished business.
CLG Grant Registration Project. The HPC considered two proposals received for a consultant
for local designation grant project.
Landscape Research - Carole Zellie assisted by Gameth Peterson. Landscape Research has done
Hastings' Context Study, Site Survey and a the Old Hastings district nomination, over five years

2. Minutes of the meeting of September 15 and September 21, 1998. Mr. Schnirring moved
and Ms. Sovik-Siemens seconded approval with the correction that Mr. Simacek was present and
Ms. Sovik Siemens was not at the meeting of September 15; motion carried.
3. Review of building permits or design proposals.
Marcus and Cindy Hanson, 223 W. 7th St., Old Hastings Historic District,
contributing.
The owners are removing aluminum siding and restoring the clapboard. The design application
was for the replacement ora porch on the fi.om of the house. The design proposed includes
elements &neighborhood porches from the turn of the century and on interior woodwork. There
are no photographs of the former porch which was shown on Sanborn insurance maps. Ms.
Hanson described the design with drawings and photographs of other houses.
Al~er discussion of porch design and materials, Mr. Schnirring moved and Mr. Simacek seconded
approval of the design with the following elements:
wood floor wood steps five round pillars
watertable board kneewall with recessed panels
screen doors and screens, not combinations
lattice work below porch straight vertical boards
gable end over door decorated with shingles
comer posts beneath porch metal, but concealed with masomy
Motion carried; 4-0.
4. Unfinished business.
a. Recording historic designation. Staffwill begin recording in November.
b. Hardship appeal process. Draf~ ordinance language has not been completed.
c. Conservation District. Ms. Coutu moved and Ms. Sovik Siemens seconded that a focus group
be invited to comment on the Conservation District at the November 17 meefmg. Ms. Sovik-
Siemens' neighborhood was selected and the draft district ordinance will be sent to them.

Mr. Simacek moved and Ms. Sovik-Siemens seconded adjournment at 9:15.
