features have been removed (a). From what can be seen, the original siding, window and door
frames have been damaged by installation of the aluminum siding. If the aluminum siding were
removed, and not replaced, the original clapboards may have to be replaced and features
reconstructed. The amount and quality of original material and design remaining would then be
marginal (f).
Criteria 3. Proposed new construction.
The effect of the work, vinyl siding, on the historic and architectural character of the surrounding
buildings and neighborhood will be minimal. All the adjacent properties are non-contributing.

(a) In cases where existing aluminum siding is to be removed and where the original siding and
decorative features are found to be significantly deteriorated, the commission should conduct a
site visit during removal process and advise on appropriate treatment.
1) If vinyl is used it should be appropriate for the width of the building.
2) Window trim, cornice and ornament must remain uncovered. Trim must be built up so
that it projects from the new siding to the same extent as the original.
3) Replacment siding may cover only one layer of existing siding.
These treatments will be followed by the owner.
(c) The siding of new garages on protected properties with artificial materials may be approved by
the commission on a case by case basis. In this case the siting, design and siding of the garage are
considered compatible with the surrounding buildings and the neighborhood.
After discussion, the motion was carded, 5 for, 1 opposed.
3. Adjournment. Mr. Simacek moved and Ms. Sovik-Siemens seconded adjourment; motion

HASTINGS HERITAGE PRESERVATION COMMISSION
MINUTES OF MEETING OF SEPTEMBER 15, 1998
1.ROIL Commissioners Thorsen, Coutu, Goderstad, Warg and Simacek present. Mr. Thorsen
called the meeting to order at 7 p.m.
2. Review of building permits or design proposals.
a. 208 Second St. E. Bob Bathrick - reconstruct damaged storefront. Contributing,
Downtown National Register District. Mr. Goderstand moved and Ms. Coutu seconded approval
of the design provided by Mr. Bathrick's contractor, Mr. Swanstrom, based on these findings.
First, this is an art deco storefront (late 20s-early 30s') possessing its own significance as the only
remaining example of its type in the community and should be preserved (rebuilt after accident).
Second, the design for repairing the art glass and replacing the windows, and building a new
bulkhead with the entry door in the center, is appropriate for the style of building, and compatible
with the adjacent historic buildings. Motion carried, 5-0.
b. 521 Tyler - Rick Harrington - vinyl side new garage and if approved, house next
year. Non-contributing, Old Hastings Historic District. A~er discussion, Chairman Thorsen
asked the I-IPC to meet at the property at 5:30 p.m. on September 21 to view the condition &the
wood siding beneath the existing aluminum siding on the house. The key issues to resolve will be
the condition of the original material and the amount of original design remaining.
