HomeMy WebLinkAbout08-18-1998HASTINGS HERITAGE PRESERVATION COMMISSION MINUTES OF MEETING OF AUGUST 18, 1998 1. Roll. Commissioners Simacek, Smith, Sovik-Siemens, Schnirring and Goderstad present. Mr. Smith opened the meeting at 7:00 p.m. 2. Minutes of the meeting of July 21, 1998: Mr. Goderstad moved and Mr. Schnirring seconded approval of minutes as printed; motion carried. 3. Hardship appeal process. Mr. Grossman presented and summarized a number of sample hardship ordinances provided by the National Trust. Mr. Schnirring moved and Ms. Sovik-Siemens seconded direction to staffto write a draft hardship ordinance based on the Portland, OR example, to include a financial assistance provision to be funded by CDBG, and to include an appeals board of two commissioners and three council members. Motion carried, 5-0. 4. ItPC Budget for 1999. Mr. Grossman presented a draft budget for the ItPC, Pioneer Room and Arts Committee. Mr. Goderstad moved and Mr. Simacek seconded recommendation of the budget as presented to City Council; motion carried, 5-0. The Finance Department will set up the I-IPC, Pioneer Room and Art Committee budgets separately. Printing and Publications: $5,400 grant match for printing a history of Hastings written by Dick Darsow. This could be put under either I-IPC or Pioneer Room. Conferences and Schools: $1,200 for four members to attend the annual state conference and for the staff to attend one national conference. Printing: $1,000 for information handouts and preservation promotion relating to design guidelines. Expert & Professional: $1,000 to hire engineers, architects or estimators to give HPC independent judgement and cost figures on proposed alternations that do not meet guidelines. Computer equipment: $1,500 for one third of a new computer and sol, ware for stalE. Historical Publications: this is a revolving fund financed by sales of Handbooks, containing approximately $3,500, and meant for new preservation publications. 5. Shoreland ordinance amendment Community Development Director Woznaik presented a recommendation to Council establishing an overlay district in downtown Hastings in which the Shorelands regulations would not be applied. Mr. Goderstad moved and Mr. Simacek seconded a recommendation to City Council to adopt the Shoreland ordinance overlay on the grounds that it would prevent construction and reconstruction compatible with the Downtown Historic District; Motion carried, 5-0. 6. Adjournment. Ms. Sovik-Siemens moved and Mr. Simacek seconded adjournment; motion carried.
