Roll: Commissioners Simacek, Thorsen, Sehnirring, Goderstad and Coutu present; Warg, Smith and Sovik-Siemens absent. Chairman Thorsen called the meeting to order at 7 p.m. 2. Minutes of the meeting of April 21, May 14 and June 10, 1998: Ms. Coutu moved and Mr. Goderstad seconded minutes as printed. Motion carried, 5-0. 3. Bills. None. 4. Review of building permits or design proposals. a. 303 5th St. E. Leni Hagen. Fence material and design meets guidelines. Mr. Schnirring moved and Mr. Simacek seconded approval; motion carried, 5-0. b. 409 W. 2nd St. Marie Coutu. Shingles meet guidelines and are compatible with shingles approved for new garage some years ago. Skylights meet guidelines because they will be located on the roof surface facing the back yard, not visible from the front. Mr. Simacek moved and Mr. Goderstad seconded approval; motion carried, 4-0, Ms. Coutu abstained from discussion and vote. 5. Staff & Committee Reports. Council action on vinyl siding, Meeting of July 6. Council voted unanimously to uphold the HPC action denying a building permit for vinyl siding at 314 Second St. W. Council also directed the HPC to prepare and submit to them a draft hardship process for HPC actions. 6. Unfinished business. Vinyl guidelines. Mr. Schnirring moved and Ms. Coutu seconded to add the attached siding criteria to the HPC's residential design guidelines; motion carded, 5-0. 7. New business. a. Hardship process. Staffwill send out the examples of applications for hardship received from the National Trust with the agenda of the next meeting. b. Procedures to consider applications. Staff will prepare a list of work which can be reviewed by staffor committee rather than full commission. Applications received within a week of a regular HPC meeting will be reviewed by the commission regardless. Staffwill also recommend a procedure for a committee meeting with the applicants to review work which does not meet the guidelines. The intent is to advise the owners about acceptable alternatives. c. Landscaping. The commission discussed whether landscaping additions such as street trees in the commercial historic district should be reviewed. The subject is not mentioned specifically in the ordinance, but the HPC can always make recommendations to City Council concerning the preservation of districts and sites. 8. Adjournment. Mr. Goderstad moved and Ms. Coutu seconded to adjourn at 9:00; motion carded.
