Minutes of the Meeting of January 27, 1993

2. Minutes of Meeting of November 30, 1992.
There being no additions or corrections Ms. Coutu moved and Mr. Goderstad seconded approval
of the minutes. Motion carEed, 4-0.
3. Historic contexts study - work session.
Carole Zellie of Landscape Research proposed the following outline of the context study for
discussion.
Preface:
Geology and landscape of settlement
Prehistory and Indian settlement (area)
European Exploration and Trade
Contexts:
The early settlement of Hastings 1850-1860
Patterns of housing (development, types & subdivisions)
Industry and agriculture (wheat, milling)
Transportation (river, dams, bridges, levee, railroad)
Commerce (trade center reflecting above four contexts)
Religion (institutions, ethnic connections)
Public Institutions (infrastructure, government, schools)
Private Institutions (schools, organizations)
Designed Landscape (parks, cemeteries, grid)
The commissioners discussed, questioned and made suggestions. Ms. Zellie asked them to work
on two areas before the next meeting:
Collect place names and locales
Develop ideas for HPC brochure
4. Review and consider application for survey grant.
The applicafi0n is for step two of the three step preservation planning effort. It would start in
the summer of 1993, after the context study is complete. The grant request and the match
requirement are both $9,000. If the match falls short, the HPC may have to make up the
difference with their funds.
Mr. Goderstad moved and Ms. Coutu seconded approval of application and request for council
authorization. Motion carried, 4-0.
5. Consider nominating persons to mayor for appointment to commission.
The commissioners asked staff to prepare a list of qualified persons who may be willing to serve.
They asked that an honorary or ex-officio status be identified for consideration to be used to
recognize persons who wish to be contribute to the HPC in a less formal manner, or as research
volunteers, or are technically not qualified by residence.
6. Adjournment.
Mr. Fuchs moved and Ms. Coutu seconded adjournment. Motion carried.
