HomeMy WebLinkAbout09-16-1992HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Meeting of September 16, 1992 1. Roll Present: Commissioners Simacek, Goderstad, Coutu and Thorsen. Absent: Commissioners Fuchs, Smith and Malm. Chairman Simacek called the meeting to order at 7:15 and noted a quorum was present. Minutes of Meeting of April Z, 1992. Mr Goderstad moved and Mr Thorsen seconded approval as printed. 3. Selection of consultant for context study. a. Mr Grossman passed out review forms for the commissioners to use in discussing and evaluating the five proposals received. He noted that all principals involved in the proposals met the Secretary of Interior's qualifications for the work. He described the responses to his phone calls to references. b. Copies of the proposals had been mailed to the commissioners on September 10th. Additional examples of their work were on the table for immediate reference. The proposals were reviewed and discussed in order: Gemini Research, Landscape Research, Pauly Olson (SEH), Robert Vogel and Thomas Zahn. After discussion of the relative merits of the proposals, the following motion was made. c. Mr Goderstad moved and Mr Thorsen seconded the selection of Landscape Research for the following reasons (referring to Ms Zellie): (1) clear and concise writing style; (2) emphasis on public education; (3) evident thoroughness of research in examples; (4) already has a background in Hastings' development history through work on the LeDuc House; (5) has done context studies and has done steps two and three of the planning process in comparable communities; (6) interest and considerable experience in residential neighborhood conservation; (7) does the work herself(as compared to employing assistants); (8) proposes to provide a brochure and a slide show in addition to the context study report. Motion carried, 4-0. d. Chairman Simacek asked Mr Grossman to notify the proposers of the HPC decision and thank them all for their proposals, to return their examples, and to ask Council to sign a contract with Landscape Research. 4. Reports and announcements. a. Dick Darsow has done a complete study of his house at 314 7th St W and its former occupants and will make a copy available to the HPC. b. The new garage at the Mairs House is done and painting is under way. c. Harry Shoen has started work on the third floor apartments of the Masonic Block. d. Revision of plans to remodel the Courthouse for City Hall has resulted in keeping original window frames and trim, in using commercially available tile for the areas of the halls where the original tile was removed, and in keeping and reusing existing marble and wood wainscot when it has to be removed. e. O.A. Wisness, the heir of Carroll Simmons, has made a box of old family photographs available for copying. They include LeDucs, Pringles, Simmonses and Clagetts. 5. Adjournment Mr Thorsen moved and Mr Goderstad seconded adjournment. Motion carried, 4-0.
