HomeMy WebLinkAboutHPC-Minutes-20080916HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of the Meeting of September 16, 200$ Held at 7:00 p.m. at City Hall in the City Council Chambers I. Quorum: Goderstad, Martin, He11ie, Sovik-Siemens, and Simacek present. Staff: Fortney; Chairman Goderstad called the meeting to order. II. Minutes A. August 19, 200$. A motion 6y Sovik-Siemens far approval was made and seconded ley He11ie; motion carried. IV. Business A. Interview Rita Dahl far a position an the Heritage Preservation Commission. The HPC talked with Rita Dahl about her interest in preservation. Matian by Martin, second by Simacek to recommend to the City Council that Rita Dahl be appointed to the HPC; motion carried. Matian by Martin, second by Simacek to recommend to the City Council that Chris Hellie and Katherine Sovik-Siemens be reappointed to the HPC; motion carried. B. Select a Cammissianer far the Mayor's task farce to plan far the Levee Park area. Cammissianer Hellie showed interest in the position, }gut needed to know what and when the time commitments would lie. C. Provide staff input an the proposed bridge replacement Tustin Fortney presented the 3 bridge types that are being considered and the 41~ridge alignments that are a1s^ being considered. 1. fridge type The HPC agreed that the girder type laridges would 6e esthetically unappealing overall and with its 12' thick deck close to downtown it would detract from the historic district. The ca1~1e stay laridges are taa modern lacking and offer a scale and style that is not complementary to the Downtown Historic District. The HPC strongly agree that the through arch bridge would lie the best replacement far the current bridge. Matian by Martin, second by Savik-Siemens to recommend to the Consultants that the through arch bridge would be the mast fitting type of bridge; motion carried. 2. Number of bridges The HPC agreed that one bridge would require a smaller footprint and there has historically only been one bridge in this area. Matian by Simacek, second by Hellie to recommend to the Consultants that they would prefer aone-bridge option rather than two; motion carried. 3. fridge alignment The HPC agreed that any selected alignment should not create long-term closures during construction, lack of access to 3~d Street from 61, ar removal of any buildings, especially to the east. Matian by Chair Gaderstad, second by Savik-Siemens to recommend to the Consultants that buildings, 3rd Street access, and 61 access throughout construction should be maintained; motion carried. D. Report an the Council action regarding the recommended designations and discuss our recent designation study process Fartney reported that 11 of the 16 proposed properties far designation were designated as Heritage Preservation Sites by the City Council the night before. Commissioner Martin said she would like to go aver the designation process in November III. Review of building permits ar design proposals A. 523 Ramsey St -replace 3 windows and front entry Tustin Fortney presented the staff report. The applicant is proposing to replace the front door and sidelight. The door wi11 be fiberglass pre-primed to be painted by the homeowner. The glass in the door and side light wi11 be plain and clear. The blank panel an the right side of the existing entry wi11 be removed and the new door and left side light wi11 take-up the whale opening. The applicant wishes to also replace a series of 3 windows with Renewal by Anderson double hung inserts made of Fibrex (blend of woad fiber and polymers with a factory finish an the exterior). There wi11 be internal muntins to simulate 2 aver 2 windows like the existing. The proposed entry and window replacements are inline with the guidelines and past HPC actions with the exception of the internal muntins, which should be an the outside. Commissioner Martin said the door is not original and the right sidelight has been removed. Commissioner Hellie said he is not sure haw much they can legislate taste, but he believes the door should have mare historic character. He11ie added that a door with four panels would be mare appropriate. Commissioner Sovik-Siemens said that 2 tap lights ^f four panels similar to the proposed sidelight would be mast inline with the guidelines. Motion by Martin, second by Simacek to approve the sidelight and a fiberglass 4 panel tap two being glass door similar to the doors an page 22 of the Design Guidelines in the 1$50-1$$0's range ;motion carried. B. 816 Eddy St -Replace windows Tustin Fortney presented the staff report. The applicant wishes to replace all of the double hung windows in the home with Lindsay windows installed ley Custom Remodelers Inc. The windows are double hung inserts made of vinyl. There wi116e internal muntins to simulate a 2 aver 2 window like the original windows. Many of the original windows have been replaced with vinyl windows that the applicant says were law quality and installed incorrectly. The existing vinyl windows have internal muntins in a 9 aver 9 patterns which would not lie typical of a house ^f this age and does not match the existing wooden windows. One ^f the wand windows to lie replaced is 9 ^ver 9 and is in the hack of the house. The rest of the wand windows are 2 aver 2. Internal muntins do not give the impression that the windows are multiple pains and thus are mare of an issue than the vinyl material of the window, which is a quality issue rather than an appearance issue. Commissioner Hellie said he cannot approve any vinyl window. Fortney said we have approved vinyl windows in the past, lout most have been wood ^r aluminum that were wrapped in aluminum ar vinyl. Commissioner Hellie said we should seethe specifications of the windows before approving them. Motion by Hellie, second by Amy to deny the request based an the internal muntins and not having enough information an the window construction; motion carried. V. Information and Reports A. Commissioner Savik-Siemens said the vinyl fence at Ashland and 5th St W is going to he relocated. B. Chairman Goderstad said he will be unable to attend the Annual Statewide Historic Preservation Conference in Northfield, Minnesota VI. Adjourn.
