SUBJECT: Approve 2009 Police Officer's Contract
RECOMMENDED CITY COUNCIL ACTION
It is recommended that the City Council take action approving the 2009 Police Officers Union
Labor Contract to include the following items, subject to vote and approval by the members of
the Police Offcer's Union.
General Wage Adjustment of 3.00%
Additional Market Rate Adjustment of $80.00 per month.
Adjustment of the Annual Uniform Allowance from $700.00 to $750.00
Renewal of the Memorandum of Understanding governing the Canine Officer
Full contribution by the City of those members enrolled in single health insurance coverage,
provided all single covered employees agree to enroll with the City as their primary coverage.
BACKGROUND
On Tuesday January 27, 2009 Staff reached a tentative agreement with the bargaining team of
the Police Officer's Union, subject to the vote and approval of the City Council and the members
of the Police Officers Union. The Police Officer's Union is one of four Unions in the City,
representing the Hastings Police Department Police Officers. Previous City Council action has
resulted in contract settlements with the Firefighter's Labor Union and Police Supervisor's
Union. Those Unions are both represented by Teamster's Local #320.
One bargaining session was conducted with the Police Officer's Union, on Tuesday January 27,
2009. The Police Officer's Union initially outlined a variety of proposals that would have
resulted in numerous changes to the existing Contract, that if approved, some would have lead to
a significant impact on the City Budget. Throughout the discussion, City Staff and the Union
leadership discussed the current economic situation and the impact of the State budget deficit on
local governments. Rather than continue for additional weeks, and perhaps months, discussing a
variety of topics that frankly the City was not likely going to agree to, and delayed considerably
the contract settlement, both parties agreed there was great wisdom in settling the contract
sooner, rather than later.
The contract settlement offer is similar to that which was previously approved by the City
Council for the Firefighter's Union and the Police Supervisor's Union: 2°d year of the market
rate adjustments and the 3.00% adjustment for each classification. The additional provision
relating to single health insurance is identical to the other three Unions, and the uniform
provision matches the Police Supervisors.
The February 2, 2009 City Council meeting agenda also includes an agenda item that includes a
recommendation for approval of the 49er's Union Labor contract, which would result in all
Union Conp~cts being appro}~d for 2009.

It is recommended that the City Council take action approving the 2009 49er's Union Labor
Contract to include the following changes, subject to a vote and approval by the members of the
49er's Union.
General Wage Adjustment of 3.00%
Additional Market Rate Adjustment for the following positions:
Electrician .29
HEO .34
Maintenance III .21
Maintenance II .31
Parkkeeper/Forester .04
Parkkeeper II .09
Parkkeeper .21
Eng. Aide II .33

the Teamsters Local #320.
During the last bargaining session, both City Staff and the Union leadership discussed the current
