HomeMy WebLinkAbout20090202 - CCMinutes 20090120Hastings, Minnesota City Council January 20, 2009 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday January 20, 2009 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4~' Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Slavik, Alongi, Balsanek, Nelson, Elling Schultz, Hollenbeck. Members Absent: Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Planning Director John Hinzman Fire & EMS Director Mike Schutt Parks & Recreation Director Barry Bernstein Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular meeting on Monday, January 5, 2009. Hearing none, the minutes were approved as presented. Presentation-Youth Recycling Program Bret Bell from Waste Management presented a check for $625 to Cub Scout Troop #444. The Hastings High School Cross Country Team will be the next group participating. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve the Consent Agenda as presented. 7 ayes; Nays, None. 1. Public Hearing- Amend Ordinance Section 155.23: Demolition of Homes in the OHDS Planning Director Hinzman introduced the item. Mayor Hicks opened the public hearing at 7:12 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:12 p.m. Second Reading/Ordinance Amendment Ordinance 155.23-Demolition of Homes in the OHDS Discussion on the process, designated vs. non-designated homes, and demolition ordinance. Moved by Councilmember Alongi, seconded by Councilmember Slavik to approve the ordinance amendment as presented. 7 ayes; Nays, None. Public Hearing-Emergency Operations Plan Ordinance Fire and EMS Director Schutt introduced the item. Mayor Hicks opened the public hearing at 7:16 p.m. Hearing no comments, Mayor Hicks closed the public hearing at 7:16 p.m. Second Reading/Ordinance Amendment Emergency Operations Plan Ordinance There was discussion on funding, which is already budgeted, and process and role of elected officials. Schutt noted that the City's Emergency Operations Plan document contains more detailed information about the various roles during an emergency. Moved by Councilmember Schultz, seconded by Councilmember Hollenbeck to approve the ordinance amendment as presented. 7 ayes; Nays, None. Authorization to Hire Engineer for HFAC Replastering Project Parks & Recreation Director Bernstein introduced the item, and discussed several options to consider with the project. NRRC and staff recommendation is to hire an engineer at a cost of $16,800 to prepare plans and specifications and bid documents for the project. There was discussion about cost elements, project scope and estimate for completion, and compliance with federal regulations on pool drains. Moved by Councilmember Slavik, seconded by Councilmember Nelson to approve the hiring of an engineer as recommended. 7 ayes; Nays, None. 2008 HRA Annual Report Councilmember Alongi thanked staff and the public for their involvement in the process. Announcements • Mayor Hicks noted that while the Council approved an MOU with MnDOT for staging for the new bridge project, he wanted to be clear that areas being used are property addressed and repaired following the project completion. • A Joint Powers meeting with the school district will beheld at 7:30 a.m. on Wednesday, January 21 at City Hall.
