HomeMy WebLinkAbout20090217 - CC Minutes 20090202 Hastings, Minnesota City Council February 2, 2009 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday th January 20, 2009 at 7:00 PM in the Council Chambers at the Hastings City Hall, 101 East 4 Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Slavik, Alongi, Balsanek, Nelson, Hollenbeck. Members Absent: Councilmember Elling Schultz Staff Present: City Administrator Dave Osberg City Attorney Dan Fluegel Assistant City Administrator Melanie Mesko Lee Planning Director John Hinzman Proclamation—Give Kids a Smile Day Tara Donahue Weiss of the United Way of Hastings was present to accept the proclamation. The Council read the proclamation; moved by Councilmember Slavik, seconded by Councilmember Hollenbeck to approve as presented. 6 ayes; Nays, None. Approval of Minutes Mayor Hicks asked if there were any corrections or additions to the minutes of the regular meeting on Tuesday, January 20, 2009. Hearing none, the minutes were approved as presented. Council Items to be Considered City Administrator Osberg requested that the Council add accepting the resignation of Patrol Officer Anthony Miller. Moved by Councilmember Alongi, seconded by Councilmember Nelson to add this item to the Consent Agenda. 6 ayes; Nays, None. Consent Agenda Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve the Consent Agenda as presented. 6 ayes; Nays, None. Pay Bills as Audited 1. First Reading/Order Public Hearing—Ordinance Amendment Adopting City Fee 2. Ordinance Budget Transfer—Road Construction at Industrial Park 3. Resolution—Accept $172.85 Donation from Sesquicentennial Group for 4. Heritage Preservation Fund Grant Application for Pioneer Room—Rebinding City Minutes Books 5. Resolution—Approve Temporary One-Day Liquor license and Raffle for SEAS 6. Children’s Fund at RJ’s Tavern on Main and Celt’s Irish Pub & Grill Reappointment and Advertisement for Heritage Preservation Commissioners 8. Accept Resignation of Patrol Officer Anthony Miller 9. Resolutions on file. th Resolution—OHDS Review #2009-01: 315 6 Street West Planning Director Hinzman introduced the item. Moved by Councilmember Slavik, seconded by Councilmember Alongi to approve the resolution as presented. 6 ayes; Nays, None. Presentation of Planning and Development Annual Report Planning Director Hinzman introduced the item and provided some background information. Councilmember Alongi thanked staff for the report and asked for a review of what the City should be focusing on in the current economic downturn. Labor Contracts ? 2009 LELS Police Union Contract ? 2009 49ers Union Contract City Administrator Osberg introduced the item and recommended approval. He noted that both contracts are for one year duration and are the final contracts for 2009. Moved by Councilmember Hollenbeck, seconded by Councilmember Alongi to approve the LELS contract as presented. 6 ayes; Nays, None. Moved by Councilmember Hollenbeck, seconded by Councilmember Alongi to approve the 49ers contract as presented. 6 ayes; Nays, None. Informational—City Charter Commission City Administrator Osberg stated that staff will begin advertising for membership for the Charter Commission, with a goal of appointing members at the first Council meeting in April. Informational—City Councilmember Email Accounts City Administrator Osberg stated that the Councilmembers have been provided a City e- mail address. Staff will begin publicizing the change and Councilmembers are encouraged to contact staff if they have any problems with accessing the accounts. Schedule Special City Council Meeting for Monday, March 30, 2009 at 5:00 p.m. Moved by Councilmember Hollenbeck, seconded by Councilmember Balsanek to schedule the meeting as presented. 6 Ayes; Nays, none. Announcements ? Levee Park Task Force will meet February 5 at 7:00 a.m. at City Hall. ? Planning Committee of the Council will meet February 3 at 7:30 a.m. at City Hall ? Councilmember Balsanek requested that a Council committee review the City’s IT usage policy; the item was referred to the Public Safety Committee of the Council. The next City Council meeting will be Tuesday, February 17, 2009 at 7:00 p.m. at City Hall.
