Re:Request to Remove Tyler Street Parking Restrictions
I received the enclosed request to remove parking restrictions on Tyler
Street between 10 and 11 Streets by Kennedy School. Parking is currently

restricted between 10 and 11 Streets only, and between the hours of 7:30 Am to

9:00 AM and 2:00 PM to 3:30 PM. I have also enclosed some information from
Nancy Techam, the Kennedy School Principal noting that parents typically drop
off and pick up students on the east side of Tyler Street or from the north parking
lot.
I am recommending removing the parking restrictions from the west side
of Tyler Street, but keeping the parking restrictions on the east side of the street
to keep sight lines clear for traffic exiting the north parking lot and to provide
extra width on the street for maneuvering buses and heavier traffic during
student drop off and pick up times.

Hi Thomas,
I hope the following information will be useful.
Kennedy Elementary begins at 8:55 and ends at 3:15. We have 7 buses that drop off
and pick up students. In the morning they start arriving about 8:20 with the last one
arriving around 8:40 or 8:45. In the afternoon, buses arrived between 3:15 and 3:40.
The buses do pick drop off and pick up in the semi circle at the front of the school. The
small special education bus picks up in the horseshoe at the back of the school. There
are 2 or 3 small daycare buses that drop off and pick up along the side by the north
parking lot.
It does seem that the parents generally use the parking lot on the north side of the school
or mainly the east side of the street when picking up students.
When we have programs at school such as music concerts during the day the parents
park everywhere they can.

I received the request copied below from a resident who lives on Tyler

section of Tyler Street be removed. I am hoping to gather some information
about school bus and student drop off traffic that I can forward to the City
Council along with the resident s request. Would you be able to answer the
following questions for me?
What time does school start, and what time does it let out?
How many buses drop off and pick up students?
Do the buses use the drop of semi-circle drive in front of the main
entrance?
Do parents dropping of students typically use only the east side of the
street?
I anticipate bringing this issue to the Hastings City Council at their March

2 meeting. I would be happy to forward any comments you may have on the
resident s request to remove the no parking signs to the City Council prior to the
meeting, and I will forward you a copy my memo to the Council prior to the

Tyler Street Parking
Hello,
I would like to submit a request to have the no parking signs removed from the 1 block
of Tyler Street. Us neighbors previousy were able to park in the Kennedy parking lot until
recently when we were informed we would be towed. These signs are very outdated as
the times posted are the hours school is in sesson. We as neighbors have no place to
many of us
work the off shifts and dosen't work well for us to have to stay
park and
awake in the mornings until 9am and wake up again to move our vehicles before 2pm.
