HomeMy WebLinkAbout20090316 - VI-02 Memo To: Mayor Hicks and City Council From: Tom Bakken, Building Official Date: March 5, 2009 Subject: Contract with Dakota County REQUEST The City Council is asked to approve the Contract with Dakota County #10121 The Building Safety Department is requesting this joint powers contract be approved to allow Dakota County to administer a Pump Maintenance Program that notifies owners of Individual Sewage Treatment Systems of the requirement to pump their septic system every three years. In a recent MPCA workshop I was made aware of the requirement to have a septic system pumping notification program for the City of Hastings The need to pump septic systems every three years is a State of Minnesota Law in Chapter 7080 of the Minnesota Pollution Control Agency. Of the 27 townships and cities in Dakota County, 23 of these jurisdictions have joint powers agreements to monitor this program. After discussion with Michael Rutten, Dakota County Environmental Specialist, and other administrators of Onsite Sewage Treatment Programs in the county, I feel that with notification from Dakota County we will get timely and better compliance. The county will monitor the Pump Maintenance Program and the City of Hastings Building Safety Department will handle any enforcement actions if needed to ensure compliance with septic pumping requirements and reports of non-compliant systems. The City of Hastings currently has approximately 12 individual septic systems.
