REQUEST
The Minnesota Veteran?s Home plans to construct a 60-unit supportive housing building
th
at 1200 East 18 Street. Review of the project is advisory only; the state of Minnesota
is exempt from local planning and zoning laws.
Per the application, ?The Minnesota Veterans Home (MVH) is proposing the
construction of a new permanent supportive housing facility on its Hastings campus to
address a critical gap in housing services for those who have served our country in the
military.?
BACKGROUND INFORMATION
Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the property as P, Public. The proposed use is
consistent with the plan.
Zoning Classification
The subject property is zoned P-I, Public Institution.
Chapter 155.36 Public Institution (B) Uses Permitted. (1) Hospitals, sanitariums, residential
care facilities, dependent and semi-independent, residential senior facility- independent,
dormitories and other medical care facilities of a similar nature.
Per the application, ?Residents are expected to participate in case management services
throughout their tenancy.? As such, the proposed use is consistent with the zoning
classification.
Adjacent Zoning and Land Use
The Minnesota Veteran?s Home is primarily an isolated site due to its location and large
parcel size. The nearest residences are to the west on Old Mill Court off King Midas Lane

and are approximately one-quarter of a mile from the proposed site. The City of Hastings
ball fields are approximately 550 feet to the south.
Existing Condition
The new construction facility will sit on a 2.5 acre parcel on the existing 92 acre campus
of the Minnesota Veterans Home. There is currently a 200 bed domiciliary that
specializes in providing care at a board and care level.
Proposed Improvements
The 55,000 square foot three story building will be comprised of 60 fully furnished one
bedroom, one bath apartments of approximately 600 square foot units, four of which are
designed to be flexible and can create a combination of two studios and a two bedroom
unit. All 60 units will be wheelchair accessible to accommodate the range of physical
needs expected with the veteran population and will conform to ADA standards.
SITE PLAN REVIEW
Proposed Building Setbacks
Setbacks in the Public Institution zoning district are not specified. As the building is
situated in the middle of the parcel, Zoning Setbacks are acceptable.
Vehicular Access and Circulation

Access to the area will be via an existing driveway from 18 Street East and 21 Street
East. Staff feels access and circulation are acceptable.
Pedestrian Access and Circulation
Pedestrian access and circulation is acceptable.
Parking
Parking is acceptable and is based on the standards for a Residential Care Facility, Semi-
Independent.
Required per Square Foot Spaces Required

As a part of the expansion, an additional 37 parking stalls will be added to the existing
amount.
Parking Lot Setback
The parking lot setback meets the minimum 10-foot requirement along the perimeter of the
property. The new parking lot areas will be curbed and guttered to City standards.

Landscaping
The Landscape Plan provides for a variety of tree and shrub plantings along the building,
roadways, and parking lot.
Architectural Elevations
Buildings are required to have the front facades composed of at least 75 percent of Class 1
or Class 2 materials, with Class 1 materials comprising at least 25 percent of the total
façade. Side and rear facades visible from public right(s)-of-way, parks, public view from
adjacent properties, or residential uses or district must be composed of at least 25 percent
of Class 1 of Class 2 materials. Side and rear facades not visible from public right(s)-of-
way, parks, public view from adjacent properties, or residential uses or district may use any
combination of Class 1, 2, or 3 materials.
The primary exterior materials on all sides are brick and glass windows, which are
acceptable Class 1 materials. The entrance is defined by large, colorful metal panels.
The Minnesota Veteran?s Supportive Housing Building will be seeking certification as a
Leadership in Energy and Environmental (LEED) building. This is a nationally accepted
benchmark for design, construction, and operation of high performance green buildings.
Grading, Drainage, Erosion Control, and Utility Plan
The Stormwater Plan requires further information for adequate review. Plan review and
approval by the Vermillion Watershed District may be required.
Approval of the Site Plan is subject to approval of the Grading, Drainage, Erosion Control
and Utility Plans by the Public Works Director and the City?s consultant engineer. Please
see attached Engineer Review for further information.
RECOMMENDATION
The City of Hastings offers the following changes and conditions:
1) Construct new sewer services and extensions of PVC (SDR 26) as stated in the
City's specifications.
2)Show locations of construction stormwater BMPs and erosion controls.
3)Identify the gross area disturbed and the net area of new impervious surface.
Projects disturbing more than 1 acre and/or resulting in more than 1 acre of new
impervious surfaces require a plan submittal in accordance with the Vermillion River
Watershed Rules and Standards. A formal SWPPP and NPDES Construction
Stormwater Permit are also required for any site disturbing more than 1 acre.
4)Building code requires a minimum of 6" of fall in the first 10' out from the outside
wall. Indicate how drainage is being conveyed in the attached diagram, comment 2.
Please indicate if the storm sewer is being extended in to pick up the flow or if it is
overland. If the flow is overland, please indicate direction of flow.
