Subject: NRRC Goals and Objectives
At a previous NRRC meeting, I presented some goals and objectives for the NRRC. I made
some recommended adjustments suggested by the NRRC and am presenting this draft for
your review. If the NRRC is pleased with the modifications, I wish to present this to the City
Council.
I will accept and forward any recommendations from the NRRC.

Natural Resources and Recreation Commission (NRRC)
2009/2010 Strategic Plan
Vision of Facilities and Recreational Opportunities
A city with outstanding parks, trails, facilities, and recreational opportunities with balancing open space
and natural environment.
The mission of the NRRC is to advise the Parks and Recreation Committee of Council in ways
that will:

Protect and enhance the City of Hastings open space and natural environment
?
Promote the highest quality parks, trails, facilities, and leisure opportunities in the most cost
effective manner possible
?
Provide a forum where citizens who are interested in parks, trails, or the natural environment can
engage the NRRC
Goals and Objectives: (List is in no priority order)
?
Protection of natural resources and open space
?
Evaluation of open spaces
?
Assist staff in the management of the open space evaluation process
?
Review options to enhance and protect sensitive natural resource environment
?
Review proposed changes in land use that pertain to natural resources and open spaces
?
Actively participate in the Vermillion River Watershed District, MNRRA, NPS, WHEP
?
Further recognize historical features of the park system
Review and Maintenance of Parks and Trails
?
Review and develop recommendations for park, trail and facility renewal projects
?
Involve the Natural Resources and Recreation Commission participation in projects
?
Conduct an annual review of park dedication, trails and joint powers fees and agreements
Provide Quality Athletic and Recreational Facilities
?
Implement a strategy to continue to enhance the City’s athletic fields
?
Continue to research a youth athletic field complex
?
Anticipate, study and review the community’s needs not yet identified
?
Continually to evaluate policies related to the operation and management of parks in a best
practices method to determine if changes are needed
Provide Quality Leisure Activities for Youth and Adults:
?
Coordinate and implement a community wide strategy with leisure organizations to provide
quality leisure services for residents
?
Continue to stay abreast of current trends regarding youth and adult activities
?
Provide activities to ensure our park system is used to its fullest extent
?
Continually evaluate current leisure services to see if and where improvements are needed or
desired
