Since there is no direct funding for this program, it is felt that a review of the present scholarship program was needed. The intent of this program’s review was not to minimize this program, but to ensure that the families that are truly in need of this type of assistance receive assistance. The proposed revised program complies with our original funding from the State of Minnesota which states that we need to provide assistance for those who fall under 150% of the federal poverty guidelines. I have enclosed information for your review. The current program is based on the poverty guidelines set forth by Dakota County. You will notice that in the cover page of the information, it illustrates both the proposed federal guidelines as well as the current County guidelines that are in use. In 2008, if we had utilized the new federal guidelines and proposed program, 32 families would have received full scholarships, 31 families would have received 50% scholarships, and 8 families would not have qualified for assistance. I will accept and forward any recommendations from the NRRC. It is therefore the recommendation of Aquatic Center Management staff to offer a program providing an opportunity for both free and reduced programs. Verification of income will be supplied by the applicant in the form of a copy of their first page of the previous year tax statement. 2009 Scholarship Program Recommendation Individuals or Families earning less than the poverty guideline will receive 100% reduction in fees for City of Hastings Parks & Recreation programs. Use is limited at the Hastings Family Aquatic Center to swimming lessons, season passes and punch cards. Maximum dollar amount granted is $100.00/person in household. For example, if a family of 4 earns less than $22,050.00, programs would be paid in full by the City of Hastings. The cost to the family or individual would be $0.00. Individuals or Families earning 150% of the poverty guideline to the poverty guideline would be responsible for 50% of the total cost of programs offered by the City of Hastings Parks & Recreation Department. Use is limited at the Hastings Family Aquatic Center to swimming lessons, season passes, and punch cards. Maximum dollar amount granted is $100.00/person in household. Program assistance funds are available to City of Hastings residents. It is the policy of the City of Hastings to provide services to residents regardless of sex, race, color, natural origin, ability or financial status. Scholarship Program Guidelines: 1. The City of Hastings has adopted a sliding fee schedule to assist those with financial needs regarding recreation programs. To be eligible, you must meet certain income and household size limitations. This does not include 2. The applicant family will have a predetermined amount to use for leisure services offered through the Hastings Parks and Recreation Department. 5. The scholarship program aid may not be used for any late registration fees if they apply. 6. Scholarship applicants must complete and return the application form to the Hastings Parks and Recreation th Department, 920 W 10 Street. 7. If any fees are accrued after the scholarship is awarded, the applicant is responsible for these fees. 8. All registrations for Parks & Recreation programs are handled on a first come-first served basis. 9. The applicant information will remain confidential in accordance with Minnesota Data Practices and on file for one year. If the applicant’s information changes, it is the applicant’s responsibility to inform the Parks & Recreation Department. Sliding Fee Scale (Income guidelines are based on the U.S. Federal Poverty Guidelines) PLEASE NOTE: Based on the scale below, you will either be granted scholarship dollars which can be used to pay for OR 100% of Parks & Recreation program costs you will be granted scholarship dollars which can be used to pay for 50% of Parks & Recreation program costs. With the second option, you will be responsible for the other 50% of the cost. Awards will be limited to an annual maximum of $100.00 per person in household.
