Subject: Friends of the Mississippi River MOU
I have enclosed in your packet a Memo of Understanding between the Friends of the Mississippi and the City of
Hastings outlining restoration work on the former Freitag property now known as Gores Wildlife Management
Area.
The primary understanding of this MOU is to authorize FMR to request for reimbursement from the Minnesota
Pollution Control Agency (SEP Grant) independent of the City of Hastings up to $15,000. I have sought and
received approval from the Minnesota Pollution Control Agency that it is acceptable for FMR to request
reimbursement directly from the SEP Grant Administrator up to $15,000.
I am recommending approval of the MOU with FMR.

Memorandum of Understanding
Between
Friends of the Mississippi River
And
The City of Hastings
This Memorandum of Understanding (MOU) describes the intent, rights and obligations of
Friends of the Mississippi River and the City of Hastings for the purpose of developing a Natural
Resource Management Plan (NRMP) for the Freitag tract of the Gores Pool Wildlife
Management Area within the City of Hastings.
Together, the Parties enter into this Memorandum of Understanding to mutually promote the
ecological health of this Freitag tract. Accordingly, Friends of the Mississippi River (FMR) and
the City of Hastings operating under this MOU agree as follows:
II. PURPOSE AND SCOPE
Whereas, the City of Hastings has an interest in improving the ecological health of the Freitag
tract; and
Whereas, the SEP grant funds are designated to fund the acquisition of, the development of a
NRMP for, and restoration activities on Freitag tract; and
Whereas, FMR has an interest in improving the ecological health of the Freitag tract; and
Whereas the staff of FMR has the technical knowledge and experience to effectively develop a
NRMP for and to conduct ecological restoration on the Freitag tract; and
Whereas, FMR has consulted with and has received permission from staff of the Minnesota
Department of Natural Resources to develop a NRMP for and once completed, to begin to
conduct restoration activities on the Freitag tract;
Therefore, the City of Hastings agrees to pay FMR up to $15,000 to complete a NRMP for the
Freitag tract; and
Therefore, in consultation with the Department of Natural Resources and the Parks and
Recreation Department of the City of Hastings, FMR, for the sum of $15,000 agrees to develop a
NRMP and to utilize any additional funds provided by the City of Hastings for the ecological
restoration for the Freitag tract.
III. RESPONSIBILITIES
Each party will appoint a person to serve as the official contact and to coordinate the activities of
each organization in carrying out this MOU. The initial appointees of each organization are:

The partnering organizations agree to the following tasks for this MOU:
FMR will:
?
Develop a NRMP for the Freitag tract and provide copies of the plan to the DNR, the
City of Hastings, and FMR.
?
Consult with staff from the Minnesota Department of Natural Resources and the City of
Hastings while developing this NRMP.
?
Provide periodic invoices for work completed. FMR will invoice Scott Parr, of the
Minnesota Pollution Control Agency, directly for the actual expenses devoted to the
project up to the maximum amount of $15,000.
?
Provide a final report for the work completed under the SEP grant.
The City of Hastings will:

Review and provide comments on a draft version of the NRMP.
?
Provide Scott Parr, of the Minnesota Pollution Control Agency (PCA), with a written
authorization for FMR to directly invoice the PCA for expenses related to the
development of this NRMP.
IV. TERMS OF UNDERSTANDING
The term of this MOU is for a period of one year. Changes to this MOU must be in writing and
signed by the official contacts from both organizations.
