HomeMy WebLinkAbout20090420 - VIII-A-2MEMO To: Honorable Mayor and City Council From: Tom Montgomery Date: April 16, 2009 Re: Accept Barr Engineering Proposal for FEMA Required Provisionally Accredited Levee Certification Council is requested to accept the enclosed proposal from Barr Engineering to perform the necessary studies needed to certify the Vermillion River levee as required by FEMA in order to count the Westwood neighborhood as being protected from the loo year flood event. BACKGROUND As part updating the Flood Insurance Rate Maps, FEMA is requiring communities to certify that levees meet current design and maintenance criteria, a process that involves surveys, soil borings, stability analysis, interior drainage review, settlement analysis, and review of operations and maintenance plans. The City has one levee that falls under this review; a l,ooo ft. long levee along the Vermillion River located adjacent to Dakota County Shop on CSAH #46/47. I have enclosed a drawing of the new Flood Insurance Rate Map (FIRM) illustrating the Westwood neighborhood area that is protected by this levee. By certifying this levee, the FIRM will acknowledge that the Westwood neighborhood area is protected against flooding, which is an important consideration for mortgage lenders and insurers. The levee certification is due in January of 2010. The 2009 budget included $55~00o to cover the levee certification studies. Specifically, the design and construction data provided must be certified by a registered professional engineer or by a Federal agency with responsibility for levee design. The levee was built in the mid-sixties and has withstood several design floods since its construction. In order to formally certify the levee, the FEMA must review and certify the design analyses, construction, operation, and maintenance for the levee. For this scope Barr is assuming that certified as- builtdrawings are not available. Further we assume that only minimal design detail information is available. Based on these assumptions, a full review of the site characteristics, design, and construction will be needed. Project Approach Toward accomplishing the needed FEMA certification, Barr will compile all relevant data, drawings, and analyses. Barr will then perform additional testing, drawing revisions, and engineering analyses as needed to meet Federal regulations. Barr will also develop the required operation and maintenance plans and manuals for the structures. Barr will then submit the documentation required with a cover letter and/or other required forms to the FEMA for their review and approval In consultation the City, with Barr will respond to comments and/or make revisions to the documentation as required by FEMA. Barr assumes that the existing infrastructure has been designed and installed to meet the Federal regulations and that additional design for modifications is outside the scope of this proposal. Barr estimates the project costs to total $51,110. For planning purposes you might want to budget $55,000. Based on the information obtained Barr will prepare a list of additional information or study that is required to meet the Federal regulations. Barr will refer to appropriate Federal regulations and consult directly with FEMA staff to finalize this list. This task will also include a detailed survey of the site in order to produce a certified as-built drawing to demonstrate proper construction. This task will include one meeting with city staff to kick off the project. Task 1 Deliverables: 1. One (1) project kick-off meeting. 2. List of task and items to be produced. 3. Detailed certified survey of site. 4. CAD drawings of site needed for documentation and analyses. 5. Soil borings and testing, if needed. 6. Bi-weekly telephone and/or e-mail updates/discussions with city staff. Task 2: Perform Engineering Analyses Costs: $15,200 Under this task Barr will perform all engineering analyses required for the FEMA certification, including but not limited to, freeboard review, review of closures (flap gates), embankment protection analyses, embankment and foundation stability analyses, settlement analyses, and interior drainage review. All engineering analyses will be carefully documented and certified by a Registered Professional Engineer. Task 2 Deliverables: 1. Engineering analyses as required for certification by Federal Regulations 44CFR 65.10. 2. Certification by a Registered Professional Engineer. 3. Bi-weekly telephone and/or e-mail discussions with city staff. Task 3 Deliverables 1. Review of any existing written operations and maintenance plans and manuals. 2. List of recommended changes. 3. Meeting with city staff to discuss plan/manual contents. 4. Operations and Maintenance Plan and Manual for the City of Hastings Flood Protection Project that meets Federal regulations. 5. Bi-weekly telephone and/or e-mail discussions with city staff. Task 4: Prepare Certification Documentation Costs: $2,700 Barr will collate all of the necessary engineering design studies, drawings, site and certifications into a single document suitable for submission to the FEMA. Barr will then produce a transmittal, cover letter and/or other required forms. Task 4 Deliverables: 1. Finished document for submission to the FEMA. 2. Transmittal and cover letter. 3. Any other forms as may be required by the FEMA. Task 5: Submission and Follow-up Costs: $3,100 Barr will then submit the finished documentation with transmittal and cover letter and/or other required forms to the FEMA for their review and approval. Barr will respond to FEMA or other reviewers' comments or questions toward receiving final approval of the certification. Task 5 Deliverables: 1. Submission of the certification request package. 2. Response to FEMA comments and questions. 3, Bi-weekly telephone and/or e-mail discussions with city staff. 4. Attending one City Council meeting to report on the certification.
