HEDRA, at their March meeting, approved funding the intersection and frontage road study, estimated to cost $40,000. HASTI 108027 SEH appreciates the opportunity to submit this proposal for traffic engineering services to conduct an intersection control evaluation ~ICE~ study for the TH 61123rd Street intersection and to provide concept plans for a proposed backage road on the east side of TH b 1 between 21 ~~ Street and 25th Street. As part of the proposed improvements in the area, the backage road will connect to TH b 1 via an extension of 23rd Street and the existing 21st Street East connection to TH 61 will be closed. Based an our discussions with you, the ICE study will be prepared in conformance with MnID4T's guidelines. Na public involvement process will be part of the work. The concept plans far the street improvements are for City staff review only. The study area is essentially built out, and no new develapmentlre-development in the immediate study area needs to be included in the traffic forecasts. Scope of VII©rk SEH proposes the following work program far this project: Task i.0 Data Collection ^ Collect and review available traffic count information and traffic studies for the study area. ^ Conduct 48-hour tube counts at several locations in the study area; assume 1 ~ count locations for the proposal. Approach counts will be completed at the TH 61123rd Street intersection and TH 61124th Street intersection, and counts will be taken on Z1~t Street, 22nd Street, 25th Street, Commerce Drive, and Cannon Street. ^ Conduct turning movement counts for the AM and PM peak period at key intersections.. The key intersections are THI61123rd Street, TH 61124th Street, TH 61121~t Street, TH 61122114 Street, TH 61125th Street, and TH 611CSAH 46. ^ Using crash data available from 1VInCMAT, review recent 5-year crash history for TH 61123r4 Street intersection and prepare a collision diagram far the intersection. Task 2,o Traffic Forecasts ^ Far existing conditions, develop traffic volumes for the key roadway segments and intersections assuming the proposed roadway improvements ~backage road an east side of TH b1 and 21St Street connection to TH 61 closed) are in place. ^ Develop 203a traffic forecasts far the key roadway segments and intersections in the study area.. Forecasts for average daily traffic (ADT) and for the AM and PM peak hour will be calculated. Task 3.0 Traffic Analysis ^ A SynchrolSimTraffic model will be developed for the key intersections along TH 61 from CSAH 4b to ZSth Street. Perform traffic operations analysis for the key intersections far the AM and PM peak hour. Four scenarios will be investigated. These scenarios are the existing No Build, existing Build, Zo3o No Build, and 203o Build. Under the No Build scenarios, it is assumed that na changes to existing geometry and intersection control have been made in the study area. Under the Build scenario, it is assumed that the TH C 1123~~ Street intersection is signalized, the backage read improvements on the east side of TH 61 are in place, and the ~ 1 ~~ Street connection to TH ~ 1 has been closed. ^ If the traffic operations analysis indicates poor operating conditions under the Build scenarios, investigate potential rnitigatian measures to correct these conditions. ^ Perform a signal warrant analysis for the TH b 1123ra Street intersection for existing traffic conditions. The analysis will determine if any of the traffic volume Signal warrants from the Minnesota Manual on Uniform Traffic Control Devices tMnMUTCD} are met at the intersection. If no warrants are met for existing conditions, ~03o forecast volumes will be analyzed. Task 4,o Intersection C'vntrvl Evaluation DICE} Report ^ Based on the analysis findings, prepare a draft ICE Report for the TH ~ 1123rd Street intersection, using current MnIDC~T report guidelines, and submit the draft report for City staff review. ^ Address City comments on the draft report, and prepare a final ICE report. Task 5.0 Concept Plans for Backagc Raad Prepare concept plan for roadway system on the east side of TH 61 that will provide backage access to the businesses along TH ~1 between 21$t Street and 25th Street and will connect the backage road to TH b 1 at 23r~ Street. The concept plan will only provide a plan view of the proposed roadway system Surveying work will not be required, and proles and cross-sections will not be provided.} For the proposal, it is assumed up to three alternative plans will be developed. A rough construction cost estimate will be provided for each alternative. ^ Review alternatives with City staff and determine "preferred" alternative plan that will be used for the traffic analysis of the Build condition in Task 3.0. Task b.0 Meetings and Project Management ^ Attend three meetings (kick-off meeting, concept plan review meeting, and study results presentation meeting} with City staff. ^ Project management tasks including project invoicing, co-ordination, and status updates. Schedule and Fees we propose beginning work on the praj ect immediately upon being notified to proceed by the City, we will work with the City of Hastings to set a more specific schedule far the project once we have received authorization to proceed on the project, we anticipate that the project will tape ten weeks to complete. We propose to be paid far the work we do on an hourly basis, plus the actual cost of reimbursable expenses. we propose to complete the project for a cost not to exceed $40,040. we will bill you monthly for services, expenses, and equipment. The estimated fee assumes prompt payment of our bills and the orderly and continuous progress of the project, If the project is delayed and we encounter additional costs as the result of the delays, it is agreed we are entitled to additional fees upon submission of the appropriate documentation of extra costs. we will also furnish such Additional Services as you may request. Payment for additional services shall be based on the time required to perform the services and the billable rates for the principals and employees engaged directly on the project, plus charges for expenses and equipment. You agree, to the fullest extent permitted by law, to limit SEH's total liability for any and all claims, expenses, or damages in any way related to the services provided under this agreement t© the total sum paid to SEH for providing these services. This letter and Attachment A represent the entire understanding between you and us in respect of the project and may only be modified in writing signed by both of us. If it satisfactorily sets forth your understanding of our agreement, please sign the enclosed copy of this letter in the space provided below and return it to us, We appreciate the opportunity to provide the work stated above to the City of Hastings. The proposed improvements would help address access issues from the residential neighborhood on the west side of Hwy 61. Residents exiting this neighborhood predominantly want to head north on Hwy 61 and have very long waits for openings in the Hwy 61 traffic stream. A traffic signal at 23rd Street and construction of an access road to 21st St. would also open up a signalized intersection access to the Industrial Park via 21st Street and Commerce Drive, and would make Hwy 61 access easier for Gemstone, the MnDOT truck station, and Robinson Transfer. In order for MnDOT to permit a traffic signal installation at the 23rd Street intersection and possibly help fund up to half the traffic signal cost, a traffic study of the intersection evaluating traffic signal warrants would have to be completed by the City. MnDOT has told the City in the past that as part of any signal installation at 23rd Street, an access road to the east connecting to 21st St. must be constructed and the existing 21st Street intersection at Hwy 61 must be closed. The estimated cost to hire a consultant to conduct a traffic study for the 23rd Street intersection and prepare a concept plan and cost estimate for constructing the east access road and frontage road is $40,000.
