HomeMy WebLinkAbout20090504 - SpecCCMinutes 20090420 Hastings, Minnesota City Council Special Workshop April 20, 2009 The City Council of the City of Hastings, Minnesota met in a special workshop on th Monday, April 20, 2009 at 6:00 PM in the Volunteer Room at the Hastings City Hall, 101 East 4 Street, Hastings, Minnesota. Members Present: Mayor Hicks, City Councilmembers Alongi, Hollenbeck, Slavik, Balsanek, Nelson, Elling Schultz. Staff Present: City Administrator Dave Osberg City Engineer Nick Egger Assistant City Administrator Melanie Mesko Lee Public Works Director Tom Montgomery HRA Director John Grossman Planning Director John Hinzman Parks & Recreation Director Barry Bernstein MnDot Staff Present: Jerome Adams Steve Kordoski Lynn Clarkowski Power Line Relocation Osberg stated that additional information has been received which indicates that it will cost an additional $95,000 to place a steel pole at one intersection location, instead of guy wires and a wooden pole as originally proposed. The City would be responsible for about $20,000 of that cost. There was discussion about what City funds should be used for with regards to the bridge project. East Lattice Power Tower The west lattice tower will be replaced as part of the bridge project. The City would be responsible for the cost of the east tower, should that wish to be replaced. Xcel estimates the replacement cost at approximately $574,000, which could be done at a later date. There was discussion about Xcel’s lifecycle for the current tower replacement Aesthetic Budget There was discussion about the aesthetic budget assigned to the bridge. This project has been designated as a Level A project for the bridge and the south roadway; the north roadway has been designated as a Level B project. There are a number of items that could be paid for using the aesthetic budget, including landscaping, a City monument, parking/bollards, ornamental lighting along the trail, retaining walls, etc. There was discussion about preparation of cost estimates by City and MnDot for some of the aesthetic costs. Design Build There was brief discussion about the broad criteria of the design/build process, without being overly prescriptive. The Council indicated support for the steel pole at the staging area and deferred to a later date on a decision on the east lattice tower. Osberg suggested that a special council meeting be held on June 29, 2009 to provide an opportunity to discuss many issues related to municipal consent. Osberg then stated that Councilmember Balsanek has a variety of issues he would like to address, including relocating the river channel, consideration of naming rights for the bridge, substation relocation, a spiral trail connection, and the aesthetic budget on the north roadway. Councilmember Alongi expressed safety concerns with the north roadway and pedestrian/trail access. There was discussion about the aesthetic features that can be implemented which can be result in traffic calming results.
