Re: East 4th Street Paving -Authorize Solicitation of Quotes
The Council is requested to authorize staff to solicit quotes for the paving of East 4th Street. Last fall, the
Council had directed for $60,000 in remaining grant funds from the Supplemental Environmental
Protection Fund (SEPF) to be utilized for paving on East 4th Street. This grant is permitted to be used for
community recreational capital investments, and the paved surface will extend the paved on road bike
trail, improve the street's maintainability and conditions for the access to the newly established wildlife
Management Area, and provide a portion of the paved access that will be needed to reach the outfall pipe
from the MetCouncil's proposed relocation of the sanitary sewer treatment plant.
The proposed pavement width varies, but for the most part would be approximately 20 feet, which is
similar to the width of the existing gravel surface. Dependent on quote prices, the street will be paved to
the maximum length possible. Staff estimates indicate that the funds would allow for East 4th Street to be
paved from just east of Lake Way (at the Eastenders Addition) to the entrance to the wMA, and to the
south by approximately 300-400 feet. Please see the attached map for further information.

Authorize staff to proceed with soliciting quotes for the paving of East 4th Street.
