~~ MEMO To: Honorable Mayor and City Council Fran= Nick Egger -City Eng Date: July 13, 2008 ire: Approve t~ciotes ~ Authorize Work -East 4~' Streeti Laving The Engineering Department solicited quotes from four contractors to perform the paving of East 4a' Street from Lake Drive to an ending point past the entrance to the newly established Wildlife 11~anagement Area. 'The following is a surn~x~ary of the results. Contractor uote $1Ton Iaced Bituminous. Roadwra s, Inc_ $53.00 Pine Bend Paving, Inc. $53.00 Ace Blackto ,Inc. $54.~~ McNamara Contractin ,Inc. $55..72 because two quotes lzad an idernical price of $53.00 per ton, the twv contractors who provided those quotes were contacted and given the option of re-submitting their quotes with a (presumably) lower price. Upon contacting these contractors, neither expressed a clesn-e to re-~subit their quote, and ratlser wished to have the project awarded based cm a coin flip. Both contractors preferred that the coin flip be conducted without them being present. At 12:00 noon on Friday, July 10th, a coin flip was conducted at the Public Works building, with Tom lVtontgomery performing the coin flip. John Caven, and Dave Chalmers, and I were all present as witnesses. It was decided that heads and tails would be assigned alphabetically to the two contractors, with Bituminous Roadways being assigned heads, and Pine Bend Pawing being assigned tails. The coin flip resulted m "heads", thereby making Bituminous Roadways the winning contractor.
