HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of June 16, 2009
Held at 7:00 p.m. at City Hall
I. Quorum
: Goderstad, Dahl, Martin, Sovik-Siemens, and Simacek present. Staff: Grossman and
Fortney; Chairman Goderstad called the meeting to order.
II. Minutes
A.May 19, 2009.
A motion by Martin for approval was made and seconded by Simacek;
motion carried.
III. Review of building permits or design proposals

A.707 1 St E new roof on house (staff approved)
B.313 Ramsey St – new fence
Fortney presented the staff report. The applicant proposes to install a 6’ tall cedar privacy fence
behind the building on 2 sides of the paved parking area.
Commissioner Sovik-Siemens said the fence is not visible from the street or the beginning of the
alley.
A motion by Simacek to approve the proposed fence, seconded by Sovik-Siemens; motion
carried.
IV. Business
A.Interview a prospective commissioner- Sara Wittgenstein
Commissioners asked Wittgenstein about her interest and knowledge of historic preservation.
A motion by Sovik-Siemens to recommend that the Mayor approve Wittgenstein to serve
on the HPC, seconded by Martin; motion carried.
B.Comment on the programmatic agreement from MnDOT
Grossman presented the staff report. The City has been given the Programmatic Agreement to
review, comment on, and sign. This document is an agreement between The Federal Highway
Administration and the State Historic Preservation Office. The agreement is a contract for the
handling of the negative impacts that were identified in the recent Environmental Assessment.
The HPC has the ability to be a signatory of the agreement and there may be an opportunity to
request modifications to it. Some opportunities to make requests or modifications to the
agreement would focus on additional mitigations under the stipulation sections. These may
include: The City receiving a copy of the data recovery report from the excavation of the St.
John’s Hotel and Saloon as mitigation of its destruction would require, the listing of area
buildings on the National Register, rehabilitation of another national register eligible bridge that
may otherwise not be repaired, seek clarification on if damage and what kind of damage caused
to buildings from bridge construction would be repaired, the installation of interpretive kiosks in
the area that provide information about past river crossings and the historic districts, etc.
A motion by Martin to notify MNDOT that the HPC would like to be signatories on the
Programmatic Agreement, seconded by Sovik-Siemens; motion carried.
V.Information and Reports
A.Relocation of the bridge monument and lattice towers.
Grossmann said that the monument just east of the bridge will have to be relocated because of
area improvements during reconstruction. There may be a location just to the west of the current
location for it.
MNDOT is not planning on replacing the east tower with a monopole tower like the one they
will be replacing to the west. The City may replace it after the bridge is removed, but the cost is
high. There is a possibility that the tower could be replaced by MNDOT as a mitigation of
demolishing the bridge.
B.Mississippi Belle sign
Staff left 2 messages explaining that a permit and HPC approval is necessary for the sign they
placed on the front of their building. Staff will continue to pursue an application for the sign.
C.New sign downtown
Goderstad said a new sign was installed on the front of the Scandinavian Marketplace building.
Fortney said he would follow-up on it.
D.Vinyl fences
Martin said staff should not have recommended approval of the vinyl picket fence last month
because the Guidelines specify that wood picket fences are required. Fortney agreed that he
should have recommended denial or approval with the condition that the picket fence be wood.
