Background: ? I have enclosed a brief timeline of the Joint Powers history for your review ? I have enclosed the P.I.T.S program final report from 2008 for your review ? Enclosed you will find the Joint Powers budget through 2010 for your review Previous Discussion/Comment Recap: ? What does the City contribute to this agreement outside of the adult league fees? ? Why does the City pay adult league fees for activities held on City Facilities? ? What is the advantage/benefit of this joint powers agreement? ? What does the City get in return from this agreement? ? The agreement seems one sided toward the school district? Suggestions: Do we continue with the agreement as it currently exists? Do we recommend modifying the agreement in an attempt to make this agreement more equitable? What does the NRRC wish to recommend? I would like to inform the NRRC of a few other items relating to the overall joint powers budget ? Through Joint Powers Agreement, all outdoor restrooms at locations that HYAA uses during the summer are paid for by the Hastings School District and not the City of Hastings. ? The City of Hastings receives one half of the total cost of operating the winter shelter attendants from the Hastings School District. ? All adult league facility use fees ($26 per player) are collected and deposited by Community Education. ? The City of Hastings and the Hastings School District divide equally operating costs of the Joint Powers agreement. This is calculated after the collection of the adult participation fees is collected. ? The City of Hastings, when utilizing indoor space at the Hastings School District facilities, is billed accordingly. In turn, the City of Hastings has billed the School District for use of outdoor fields outside of the regular season, for example, the High School District softball tournament. ? In discussing the Kennedy Ice Rink with School District officials, it was mentioned that when the hockey boards need to be replaced, the School District would contribute funding. The school district will not contribute any funding to maintain the rink lights or adjacent building. Thank you!
