Subject: Sunny Acres Park Trail
At the previous City Council meeting that was held on Monday, August 3, the trail issue at Sunny

Acres Park was discussed and the City Council wished for me to report back to the Council at the
Monday, August 17 City Council meeting. I have enclosed some background information

regarding this trail segment.
From the April 6, 2006 NRRC Minutes:
Trail Maintenance: Larson Engineering will be taking care of our trail maintenance this year at an
estimated cost of $74,000. Director Bernstein mentioned that he and Superintendent Smith
rearranged the priorities for a few of the trails that would be worked on in order to get the most for
our money. The work that will be done will be for bituminous maintenance only. The tennis courts
at Roadside will be repaired (cracks filled, etc.) by a separate company who gave us a really
reasonable bid. Director Bernstein mentioned that one change is that the Lake Isabel court repair
has been eliminated this year due to the possible work at Lake Isabel.

From the October 9, 2007 NRRC Minutes:
Trail Request: Diana Anderson, a resident who lives near Sunny Acres Park, emailed a request to
staff for a trail extension through the park. She requested that the current trail be extended from
Malcolm Ave. to Cory Ln. to provide handicapped accessibility to the park. Smith believes the
department can target this request next year when we plan to make the playground ADA compliant as
well by adding new curbing and playground fall protection. Vaughan asked if there are any grade
issues and was told that the area is fairly flat. Nelson questioned the wisdom of adding many short
trails to the city’s system, although he added that this trail does have a destination and seems to
make sense. Smith mentioned that we have already requested budget dollars next year to make more
of our parks ADA compliant, and that this trail could possibly be done in-house to minimize cost. The
NRRC decided to revisit this topic in November where the request will be prioritized using the NRRC’s
evaluation form.
From the August 12, 2008 NRRC Minutes:
Eagle Bluffs Project Update – Commissioner Nelson wondered where the basketball court for Eagle
Bluffs ended up. Director Bernstein has placed a request for this court in the 2009 budget, but that

budget has not been approved by Council yet.
The trail request for Sunny Acres Park has also been
included in the 2009 budget request.
Conclusion:
As it was reported to the City Council on August 3, the alternate bid for the trail maintenance

program that included the trail construction for this project came in higher than anticipated.
Therefore, working with the Public Works Department, it seems as if we can internally grade this
trail utilizing in-house staff and equipment. The base material for this trail segment will use the
remaining 4 Street rock and the placement of bituminous will most likely be done with City

Maintenance Staff. It is necessary to purchase the bituminous and believed to be within the $4,000
budgeted for this project.
In discussion with the Public Works Department, we are optimistic this project will be completed
this fall.
