HomeMy WebLinkAbout20090817 - VI-02 To: Mayor Hicks & City Councilmembers From: Melanie Mesko Lee, Assistant City Administrator Re: Ordinance Amendments Related to City Fees Date: August 12, 2009 Council Action Requested : Approve the first reading and order a public hearing and a second reading for an ordinance amendment relating to City fees. Background Information : Twice annually, City staff reviews the comprehensive fee schedule of what is charged for licenses, services, permits, rentals, inspections, and other city services. Previous Council actions adjusting fees (WAC, SAC, etc.) are incorporated into the next ordinance update, and staff reviews whether any adjustments to current fees are recommended. The Council first adopted the fee schedule in January 2008 and adopted an updated schedule in January 2009. Proposed Fee Adjustments : Item Current Fee Proposed Fee Justification Filming Permit Not included in current $150/day Staff has updated this permit and is fee ordinance $50 application recommending the same fees that fee were adopted when this permit application was last reviewed in the late 1990’s. Dog License $6-Neutered (1 year) $12-Neutered (2 Earlier this year, the dog license $10-Non (1 year) years) fee was extended from one to two $20-Non (2 years in length. The fee remains years) the same per year but is charged at time of application. Massage Establishment $100/year $100/2 years This is a change that was approved in 2008 yet not incorporated in the January 2009 updates Pawn Shop $1.50/transaction fee $1.75/transaction This fee has not been adjusted in fee almost 10 years. In reviewing other communities, $1.75 per transaction is consistent with what many others charge. TRAC Token $1.60 $1.75 This was adopted by the City Council and reflects what is currently being charged Fences $25 $50 Fees have not been adjusted recently; recommended change Accessory Structures $25 $50 reflects more accurately current Garden Center Permit $50 $100 staff costs Rental Housing License-$25/2 years $50/year Fees have not been adjusted Single Unit recently; recommended change reflects more accurately current Rental Housing License-$50/2 years $100/year staff costs and are in line with what Duplex other communities charge for rental properties Fire Equipment Varies Varies Clarifies that fee charged includes staff costs Bowling Alley $20 Eliminate According to Fire & EMS Director Refinishing Schutt, these are not Fire inspections that have been done to Corrosive Liquids $20 Eliminate his knowledge. Other permitting Dry Cleaning $20 Eliminate requirements address Establishment environmental and safety concerns Flammable Liquids $20 Eliminate Lumber Yard $20 Eliminate Service Station/Garage $20 Eliminate Spraying/Dipping $20 Eliminate Welding Cutting $20 Eliminate Underground Tank $50 $100 This fee has not been adjusted (install/remove) recently, and takes several inspections by Fire staff, justifying additional fee to recoup staff costs Antenna Lease $21,550.70—Lease agreements with providers (wireless) 2009 with annual escalator written into $22,627.79—agreement 2010 Sewer Rodding Machine N/A $80.00/hour Equipment that was not included Interceptor Sewer $435 Updated fees previously adopted by the CC in spring 2009 SAC $840 Sewer Rates $3.05/1,000 gallons WAC $2,750 If you have any questions, please let me know.
