Resolution of the City Council of the City of Hastings
Requesting the Metropolitan Council Apportion $500,000 for the
Design and Construction of a Park-and-Ride Facility in
Downtown Hastings
WHEREAS,
The City of Hastings is a member of the Red Rock Corridor Transitway;
and
WHEREAS,
The Red Rock Corridor Transitway is eligible to receive a portion of the
$21,000,000 in the 2009 Capital Investment Bill to design, construct and furnish park-and-ride
lots along the Red Rock Corridor; and
WHEREAS,
The Red Rock Corridor Commission is in the process of finalizing a service
delivery plan as part of an ongoing commuter bus feasibility study for the extension of a coach
bus service from Minneapolis and St. Paul to downtown Hastings; and
WHEREAS,
It is anticipated that service could begin within 12 months, which would
coincide with the start of the Highway# 61 Bridge reconstruction project in Hastings, thus
providing a reliable transit alternative during this significant public infrastructure project; and
WHEREAS,
The City of Hastings’ Economic Development and Redevelopment
Authority currently owns the site located in downtown Hastings and has prepared preliminary
plans for the construction of a park-and-ride facility on the site; and
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HASTINGS
that it is hereby requested of the Metropolitan Council apportion
$500,000 of the Capital Investment Funds to allow for the design and construction of a park-and-
ride facility in downtown Hastings, with said funds also used to leverage other sources which
would result in the implementation of the commuter bus service and park-and-ride by the start of
the Highway #61 Bridge project.
