Stark, Finance Director RE: 2010 Preliminary Budget Presentation DATE: August 27, 2009 This special meeting of the Council was called to conduct a workshop on the 2010 th budget in order to set the preliminary levy on September 8, 2009. By law the preliminary levy must be certified to the County’s taxation department before September th 15. The Finance Committee which is chaired by council person Dana Elling Schultz has met on numerous occasions this spring to prepare for this budget session. On August 26, the Finance Committee members met and are recommending a tax levy to be set at the same level as 2009 in the amount of $11,581,000. I will be going through a slide presentation of the 2010 budget to inform the rest of the council members and the Mayor of the details of this budget and present the recommendations of the Finance committee. Recommended Council Action: No action is needed tonight; adoption of the preliminary levy will take place at the next th regular meeting on September 8. TOTAL OPERATING AND CAPITAL BUDGET AS PRESENTED$ 12,398,959 Tax Levy at$ 11,581,000 Reduction in Budget to get to target tax levy:$ 817,959 NEW REVENUES: Storm water fee-move expenditures to an Enterprise fund (Out of General Fund) 136,700 Recognize Delinquent tax revenue 85,000 Street light fee-move electric costs to an Enterprise fund (Out of General Fund) - Recognize DCC rebate at 100% 69,000 Total New Revenue Sources 290,700 320,000 Have a separate HRA Levy REDUCTIONS TO BUDGET TO GET TO TARGET TAX LEVY: Eliminate standby Fire/Ambulance at events 6,635 Reduction to ERF requests Fire - 120,000 this reduction leaves $70,000 in the budget, if the remaining MVC is received this ERF could recevie the 100,000. Arena 5,000 Pool 12,000 137,000 Furlough (Various Levels) 30,000 Reduction to levy for the pending retirement of Director and transfer Planning Director to EDA 38,000 Total 211,635 TOTAL REVENUES & CUTS 822,335 Amount left to reduce or (amount that could be added back)($4,376)
