HomeMy WebLinkAboutPCMinutes-20090824 City of Hastings Planning Commission Minutes – August 24, 2009 Page 1 of 3 Hastings Planning Commission August 24, 2009 Regular Meeting 7:00 p.m. Peine called the meeting to order at 7:00 p.m. Associate Planner Barker announced that the Chair and Vice-Chair were both absent and that an acting chair needed to be elected. Motion by Commissioner Vaughn to elect Commissioner Peine as the acting chair. Seconded by Commissioner Stevens. Upon vote taken, Ayes 4, Nays 0. Motion carried. Roll Call 1. Commissioners Present: Peine, Slaten, Stevens, Vaughn Commissioners Absent: Bullington, McInnis, Zeyen Staff Present: Associate Planner Kari Barker Approval of Minutes 2. –August 10, 2009 Motion by Commissioner Slaten to approve the August 10, 2009, meeting minutes as presented. Seconded by Commissioners Vaughn and Stevens. Upon vote taken, Ayes 4, Nays 0. Motion carried. PUBLIC HEARINGS City of Hastings – Ordinance Amendment #2009-23 – Keeping of Chickens in PI District. 3. Associate Planner Barker provided a staff report. Commissioner Stevens inquired if schools would be allowed to keep chickens. Associate Planner Barker stated schools would be allowed to have chickens provided they are zoned P-I and at least one acre in size. Commissioner Stevens inquired about the process of identifying chickens that may get away from owners. Associate Planner Barker stated that all chickens would need to be licensed through the City. Acting Chair Peine opened the public hearing at 7:05. Heidi Langenfeld, representative of LeDuc Mansion, thanked the Planning Commission for its City of Hastings Planning Commission Minutes – August 24, 2009 Page 2 of 3 work on the Ordinance. She inquired if LeDuc would still be allowed to have four chickens per acre, which would be 16 chickens at the LeDuc Property. Associate Planner confirmed this as correct. Acting Chair Peine closed the public hearing at 7:06. Motion by Commissioner Vaughn to approve the Ordinance Amendment pertaining to the Keeping of Chickens in the PI District. Seconded by Commissioner Slaten. Upon vote taken, Ayes 4, Nays 0. Motion carried. City of Hastings – Ordinance Amendment #2009-20 – Amend City Code 155.08, Portable 4. Signs. Associate Planner Barker provided a staff report. Acting Chair Peine opened the public hearing at 7:10. No members of the public spoke for or against the issue. Acting Chair Peine closed the public hearing at 7:10. Commissioner Slaten stated he did not agree that the Sign Ordinance should be different for the downtown than in other districts. He stated it may show favoritism. Commissioner Vaughn stated that he was not sure if there was adequate staff time to enforce nd the signs. He proposed revisiting the sign ordinance in the City, using the 2 Street signs as an example. Commissioner Vaughn stated he would like the number of signs, size, type, material, and where signs should be placed included in the review. Acting Chair Peine stated he would like the sign code in part geared toward pedestrians. Commissioner Slaten stated that determination of acceptable signs should be reviewed, including handwritten signs. Commissioner Stevens stated that 3 h 1. should be changed to clarify that no permit is required and there are no restrictions on the number of days displayed. Motion by Commissioner Vaughn to table the Ordinance Amendment of City Code 155.08. Seconded by Commissioner Stevens. Upon vote taken, Ayes 4, Nays 0. Motion carried. OTHER ACTIONS YMCA 5. – Site Plan #2009-25 – Construction of a Garage – 920 Nininger Road. Associate Planner Kari Barker requested that this item be tabled. Seconded by Commissioner Slaten. Upon vote taken, Ayes 4, Nays 0. Motion carried. Other Business 3. Associate Planner Barker provided an update on upcoming Planning Commission agenda items. Adjournment 4. Motion by Stevens to adjourn the August 24, 2009, Planning Commission meeting. Seconded by Vaughn. Upon vote taken, Ayes 4, Nays 0. Motion carried.
