Memo To: City Council Members From: Kari Barker, Associate Planner Date: September 21, 2009 Subject: Site Plan -Construction of a Shed - #2009-25 -YMCA - 920 Nininger Road REQUEST YMCA-Hastings seeks Site Plan Approval to construct a shed at 1175 Nininger Road, legally described as Regina Medical Center Addition, Lot 1, Block 1. RECOMMENDATION At the September 14, 2009, Planning Commission meeting, the Commission voted 6-0 to recommend approval subject to the conditions of the attached resolution. No one from the public spoke for or against the item during the meeting. ATTACHMENTS • Resolution • Application • Location Map • Site Plan • Building Plans Comprehensive Plan Classification The 2020 Comprehensive Plan designates proposed use is consistent with the plan. the property as P-I Public Institution. The Zoning Classification The subject property is zoned P-I Public Institution. The nature of the shed and the equipment stored at the site are consistent with the allowed uses within the P-I Public Institution District. (4-8 unit/acre) West Vacant P-I Public Institution P-Public Existing Condition The shed will be built adjacent to the trash enclosure on the back side of the building. Proposed Improvements The shed will be 21' wide and 20' feet long. A continuous roof will cover both the shed and trash enclosure. The shed will be used to store items such as a snow blower, snow sweeper, tables, chairs, and sporting equipment. SITE PLAN REVIEW Proposed Building Setbacks Zoning Setbacks are acceptable. Setbacks in the Public Institution District are not specified. Vehicular Access and Circulation Access to the area will not be affected and thus is acceptable. Pedestrian Access and Circulation Pedestrian access and circulation is acceptable. Parking Parking will not be affected and thus is acceptable. Architectural Elevations Industrial and warehouse buildings are required to have the front facades composed of at least 75 percent of Class 1 or Class 2 materials, with Class 1 materials comprising at least 25 percent of the total facade. Side and rear facades visible from public right(s)-of-way, parks, public view from adjacent properties, or residential uses or district must be composed of at least 25 percent of Class 1 of Class 2 materials. Side and rear facades not visible from public right(s)-of-way, parks, public view from adjacent properties, or residential uses or district may use any combination of Class 1, 2, or 3 materials. Class 1 materials include natural stone, glass, and seamless metal panels while Class 2 materials include masonry stucco, concrete block, precast panels, and tile. The applicant is proposing that the primary exterior materials will be a horizontal fiber cement siding along with existing precast panels. The horizontal fiber cement siding is considered a Class 2 material. Though the Class 1 materials requirement is not met, the City has previously accepted alternative materials for accessory storage buildings, particularly those that are less visually prominent. Grading, Drainage, Erosion Control, and Utility Plan The City Engineer has reviewed and approved the Grading, Drainage, Erosion Control, and Utility Plans. As a condition of approval, the shed shall be no closer than 10 feet from any point on its periphery to any underground utilities. HASTINGS CITY COUNCIL RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR HASTINGS YMCA LOCATED AT 85 PLEASANT DRIVE Council member moved its adoption: introduced the following Resolution and WHEREAS, Russ Rohloff, applicant, has petitioned on behalf of Hastings Area YMCA for Site Plan approval to build a shed; and WHEREAS, The property is generally located at 85 Pleasant Drive and legally described as Lot 1, Block 1, Regina Medical Center Addition, Dakota County, MN; and WHEREAS, on September 14, 2009, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval subj ect to the conditions of this resolution; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subj ect to the following conditions: 1) Conformance with the City Council Staff Report and plans dated September 21, 2009. 2) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, the approval is null and void. 3) The shed shall be no closer than 10 feet from any point on its periphery to any underground utilities.
