Authorization ~~-as granted under the condition that either the bids for the Industrial Park Area Impro~-ements project ~~-ere fw-orable, or if the Cit<~ ~~-as able to obtain economic stimulus funding through the MPCA. With the Industrial Park Area Impro~-ements project being as competiti~-e as the~~ ~~-ere, staff proceeded ~~ith soliciting bids for the Three Ri~-ers Pond Storm~~-ater Di~-ersion project. Bids ~~-ere opened on Tuesda~~, September 1, 2009. At total of 15 companies bid on the project. The estimated construction cost for this project ~~-as $91,107.50. The loan option brings ~~ith it significant federal reporting and tracking requirements, as ~~-e11 as federal pre~-ailing ~~-age requirements in exchange for a ~-er~~ small amount of interest swings o~-er the Cit<~'s traditional bonded construction process, such that the program ~~-ould not be financiall~~ ad~-antageous to the Cit<~ for a contract of this caliber, as both staff time in tracking these items as ~~-e11 as construction prices ~~-ould increase, offsetting an5~ potential swings. Therefore, it is staff's recommendation to proceed ~~-ith the w~-ard of the contract to Minger Construction, Inc, and that the project is funded from bonded funds for the Cit<~'s 2009 construction program. NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; that the Clerk and Mayor are hereby authorized and directed to enter into a contract with Minger Construction, Inc. in the amount of the bid of $57,942.60 for the 2009-2, Three Rivers Pond Stormwater Diversion.
