Conduct Public Hearing for Municipal Consent on Highway 61 Bridge Replacement Project

The Council is scheduled to hold a public hearing at the September 21 Council meeting to solicit
comments on the Roadway Layout, Right-of-Way Acquisition, and Change in Highway Capacity impacts
of the MnDOT Hastings Bridge Replacement project that is scheduled to begin in the summer of 2010.
The hearing is a required step in the Municipal Consent process such that MnDOT is able to obtain the
City’s approval/disapproval of the aforementioned project impacts. After the public hearing has been
conducted, the City has 90 days in which to make a resolution to approve or deny Municipal Consent.
MnDOT staff will be in attendance at the meeting to give a brief introduction presentation of the issues up
for comment by the public, and to answer any questions that the Council may have.
Staff Recommendation
Staff is recommending that the Council hold the public hearing as scheduled, but table action on a
resolution of whether to approve or disapprove Municipal Consent such that further discussion of these
issues can be had by the Council, and such that City and MnDOT staff can work further on negotiation
proceedings of the related Municipal Cooperative Construction Agreement and affiliated documents.
Tentatively, City staff recommends moving forward with action on the Municipal Consent resolution by
the time of the second Council meeting in October, or the first Council meeting of November.
