RE: Public Hearing and Resolution: Dissolution of the Housing and
Redevelopment Authority in and for the City of Hastings.
After a yeaz of discussion and planning the City Council established the Hastings
Economic Development and Redevelopment Authority in January 2009. The EDRA has
all statutory powers for Economic Development and Housing and Redevelopment. It
replaces both the HRA and EDC. The HRA was not dissolved in January as the transfer
of assets and responsibilities from the HRA to the EDRA would take some time. As the
attached resolution notes, the HRA actions needed to effect transfers and assignments
have been completed. The City Attorney, Dan Fluegel, has administered the legal
processes and documents required to make the transfers and assignments effective.
The HRA, in cooperation with the private sector, has been an effective catalyst for
downtown development and historic preservation since the early 1970s. It also extended
assistance to residential neighborhoods though its support for the maintenance of older
and affordable housing. An attached summary highlights some of the more noteworthy
projects and programs.
The statutory procedure calls for a public hearing prior to taking action on the resolution
dissolving the HRA. The hearing notice has been published. After adoption the
resolution will be published.
RECOMMENDED ACTION: Approval of the attached resolultion.

RESOLUTION
A RESOLUTION DISSOLVING THE HOUSING AND REDEVELOPMENT
AUTHORITY IN AND FOR THE CITY OF HASTINGS
Dated , 2009
Council Member introduced the following Resolution and moved its
adoption.
BE IT RESOLVED by the City Council of the City of Hastings, Minnesota (the "City")
as follows:
SECTION l: BACKGROUND, FINDINGS
1.1 The City Council established a municipal economic development authority, the
Hastings Economic Development and Redevelopment Authority (HEDRA) within
the City on September 15, 2008, by Resolution 9-14-2008, to come into existence
and begin to exercise its powers on January 1, 2009.
1.2. As authorized by Minnesota Statutes, Chapter 469 (Act) the City established
HEDRA to coordinate and administer economic and redevelopment plans and
programs of the City.
1.3 The City Council of the City directed that the administration, control, authority
and operation of programs and projects, and the funds, property, agreements,
mortgages, bonds and obligations related to them, be transferred from the
Housing and Redevelopment Authority in and for the City of Hastings (HRA) to
the HEDRA effective January 1, 2009.
1.4 Because the HRA no longer has a function within the City the City Council
desires to formally dissolve the HRA.
1.5 The City Council has held a public hearing, after published notice thereof, on the
question of dissolving the HRA.
SECTION 2: ACTIONS
2.1. The HRA is hereby dissolved and City staff are hereby directed and authorized to
take all actions necessary to formalize such dissolution in accordance with
applicable law.
2.2. The City Council hereby reaffirms and ratifies that the administration, control,
authority and operation of all of the HRA's programs and projects, and the funds,
property, agreements, mortgages, bonds and obligations related to them, including
all tax increment districts, are transferred from the HRA to the HEDRA.

SUMMARY OF THE HASTINGS HRA,1971- 2009
The City Council established the Housing and Redevelopment Authority in 1971 and the
Downtown Redevelopment Project Area in 1974. The principal responsibility of the
HRA was to facilitate downtown revitalization, using tax increment financing to fund
projects. Over 38 years of operation, 28 residents of Hastings served as HRA
commissioners. They maintained a consistent direction and focus, established programs,
kept plans up to date, facilitated private development, cooperated with the city on
improvements, and used their powers for the good of the community wherever possible.
Samples of the downtown redevelopment projects and programs included the following.
1. Assisted housing development, including downtown apartments and the
Guardian Angels residential project..
2. Assembled parcels for new development on Blocks 1, 2, 15, 18 and 29.
3. Assisted the remodeling and updating of many commercial buildings in the
downtown area through rehabilitation loans.
4. Improved parks and public spaces with the City. Railroad tracks and streets
were removed from Levee Park and the Riverfront Trail was installed. A vacant
lot on Second Street was transformed to Oliver's Grove.
5. Acquired and relocated incompatible industries such as Masters Tannery, Local
Oil, the Hastings Elevator and Feed Mill and the UBC lumber yard. Demolished
those buildings and remediated hazardous substances found in the soil.
6. Contributed to financing the reconstruction of Ramsey, Tyler, Sibley and
Second Streets and public improvements such as lighting and street furniture.
7. Assisted property owners to restore their historic commercial buildings. A few
examples are the Schaller Building in1984, the Adsit Building (Red Rock Cafe)
in 1989, Reissener's Market in1985, the Mertz Building (Emporium) in 2006 and
Hetherington's (RJ's) in 2008.
8. Included future commuter bus and rail services in their downtown plan, and set
aside property for parking and transit-oriented development.
The HRA's rehabilitation powers have been used throughout the city, primarily making
loans for the improvement ofowner-occupied and rental residential property. The
owners or tenants of these properties have to meet income tests or the property has to be
designated historic. The loan programs are funded by levy funds. The levy is a special
tax, with Council consent, to be used for administration costs and programs outside the
TIF districts.
The Hastings HRA has not owned or operated public housing. Housing services were
delegated to Dakota County HRA, now the CDA. The CDA owns and operates four
rental properties in Hastings, two each for elderly and for families. Hastings participates
in the Dakota County Cluster (of cities) to meet the Metropolitan Council's Liveable
Communities housing goals. The HRA and City also assisted Habitat for Humanity with
property acquisition. The HRA has issued tax exempt revenue bonds to finance senior
housing and public facility projects such as Augustana Apartments, Arbor Oaks and the
YMCA .
The bonding authority of the HRA was used to finance the remodeling of the former
courthouse as City Hall, the former jail as the Police Department, and to remodel and
expand the Fire Department in 1992-1994.
Tax Increment District No. 1 was certified in 1975 and decertified in 2006. The
Downtown Redevelopment Project Area remains in place, allowing the continued use of
rehabilitation and redevelopment powers. TIF District No. 4, on Blocks 1, 2 and 16, was
certified in 2005 to facilitate proposed residential development beside the river. Without
new development it will be decertified in 2015. The other active TIF District, No. 3, is
the Guardian Angels Block established to assist affordable apartments and town houses.
A second Redevelopment Project Area, on both sides of Vermillion Street from 11th
Street to 25~` Street, was proposed by the HRA and approved by the City Council in
2008. The master plan was developed by the Economic Development Commission. This
project area permits the use of the redevelopment and rehabilitation programs like those
listed above for the Downtown Area. New tax increment projects can be established if
necessary to facilitate the re-use of vacant, obsolete and blighted properties.
Since January, the Tax Increment Districts, Redevelopment Areas, programs, projects,
funds, real estate, existing agreements, commissioners and staffof the HRA have all been
transferred to the Hastings Economic Development and Redevelopment Authority (an
EDA with HRA powers under Minnesota Statutes) as of September 21, 2009. With the
addition of two Council members, the EDRA board will continue to facilitate
redevelopment and preservation, take responsibility for industrial development, and in the
future initiate authorized types of business assistance programs or projects.
