The City Council of the City of Hastings, Minnesota met in a special meeting on Monday,
July 13, 1998 at 7:00 p.m. in the Community Room at the Hastings City Hall, 101 4th S1. East,
Hastings, Minnesota for purposes of discussing the Comprehensive Plan
Members Present:
Councilmember Yandrasits, Simacek, Riveness, Johnson, Hicks,
Moratzka & Mayor Werner
Members Absent:
None
Staff Members Present:
Marty MeN amara, Parks & Recreation Director;
Tom Montgomery, Public Works Director;
Mike Wozniak, Community Development Director;
Matt Weiland, Zoning Administrator;
and Dave Osberg, City Administrator
Mayor Mike Werner provided introductory comments regarding the discussion needed on
the City's Comprehensive Plan.
City Administrator Dave Osberg provided to the City Council an indication of the schedule
for the special City Council meeting regarding park & recreation issues, transportation issues and
planning and growth management issues.
Park & Recreation Director Marty McNamara introduced Bruce Chamberlain from
Hoisington Koegler, who has been working with the City on the development of the parks plan. Mr.
Chamberlain reviewed with the City Council various findings and recommendations regarding the
parks plan. It was agreed by the City Council that further recommendations and issues regarding
the parks plan will be reviewed by the Parks & Recreation Committee of the City Council.
Public Works Director Tom Montgomery reviewed with the City Council numerous issues
regarding the transportation plan in the City of Hastings, including the location of various collectors
and other street improvements needed in the City. Public Works Director Tom Montgomery will
review these findings further with the Operations Committee to develop policy statements regarding
the transportation component of the City's Comprehensive Plan.
Community Development Director Mike Wozniak reviewed with the City Council various
growth projections for the City of Hastings, and the additional acres needed to accommodate growth
in the City of Hastings. The City Council suggested that aggressive annexation of additional
properties need not be considered further as a part of the comprehensive plan review process.
Community Development Director Mike Wozniak will conduct meetings with the Planning
Committee of the City Council to review the recommendations and findings of the land use
component of the comprehensive plan.
City Administrator Dave Osberg reviewed with the City Council the proposed schedule for
review and completion of the comprehensive plan. It was agreed that throughout the next four to
six weeks, City Staff would work with the various committees to conduct meetings and begin the
process of drafting policy statements to be included in the comprehensive plan. The results of these
meetings and draft policy statements will be presented to the City Council at their regular meetings
in September. In addition, the City Staff is directed to begin the process of scheduling at least two
town meetings in late September or early October to allow the public an opportunity to comment on
the proposed findings of the comprehensive plan.
Moved by Councilmember Yandrasits, seconded by Councilmember Simacek, to adjourn the
meeting at 9:45 p.m. 7 Ayes; Nays, None.
