Street.
REQUEST
Gary Iocco of Redwing Dental Arts has applied for site plan approval for the
construction of a facility to house offices and a dental laboratory to produce a variety of
dental products.
BACKGROUND INFORMATION
Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the property as I, Industrial. The proposed use
is consistent with the plan.
Zoning Classification
The subject property is zoned I-1, Industrial Park, which allows for the use.
Adjacent Zoning and Land Use
The property is surrounded by Industrial Park zoning (I-1) with vacant and industrial uses
nearby.
Existing Condition
The site is almost one acre and undeveloped.
Proposed Improvements
The West half of the lot will be developed with a building and parking lot. The Eastern
portion will be set aside for future expansion.
SITE PLAN REVIEW
Proposed Building Setbacks
Setbacks in the I-1 district are not specified. The proposed setbacks are 20’ and greater,
which are expectable.
Vehicular Access and Circulation

Access to the area will be off of 31 street. Staff believes access and circulation are
acceptable.
Pedestrian Access and Circulation
Pedestrian access and circulation are acceptable. There are no pedestrian connections on

the north side of 31 Street.
Parking
Parking requirements for office are based on square feet; the garage parking area was not
included in calculations.
Requirement Spaces Required
1 per 300 SqFt (4,424

Parking is adequate. The applicant is proposing 14 exterior spaces and one garage space.
Landscaping
Requirements- 1 tree per 4,000 SqFt of paved surface, 1 tree per 50’ of perimeter, and 1
shrub per 40’ of perimeter).
21 shrubs are required and 44 are being provided. 18 trees are required and 18 are being

proposed. Two existing trees are proposed to be removed for the driveway along 31
Street. Both must be spayed and relocated along the right-of-way.
Additional Requirements

A landscaped berm or opaque barrier including dense shrubbery is required

between the parking lot and 31 St.

Relocate the existing trees that will be removed for the driveway to other locations
in the right-of-way.

Specify tree protection for the existing trees that are in place along 31 Street. This
must include protection fencing completely around the drip line, no fill or cutting of
soils and no storage of material within the critical root zone of each of these trees
during all construction phases.

Details needed for plantings. The specifications should include the detailed
drawings of how each type of plant will be installed.

We would like to have the planting material size and method of planting given for
each. For example, the size of material listed for E 6 Black Hills Spruce should also
be given in height at planting and specify if they will be spaded, container or B & B
material.

Specify the full name for the foundation planted A -Globe Blue Spruce. I assume it
is the ‘Globosa’ variety. This needs to be given because most all other varieties
would quickly out grow the space given along the building.
Architectural Elevations
The building is required to have façades composed of at least 65 percent of Class 1 or
Class 2 materials, with Class 1 materials comprising at least 25 percent of the total.
The primary exterior materials on all sides are SMART Siding (class 2), glass windows
(class 1), and stonework (class 1). The only class 3 material on the building is the garage
door.
There is currently no class 1 material on the east elevation, which faces Lightbourn Ct; 130
Sq Ft of class 1 is need. The addition of some windows on this elevation would add class
1. The applicant has proposed to install a dense line of vegetation along the east wall that
would visually block the area where he would have added additional stonework. This
elevation is about 150’ from Lightbourn. This substitution is acceptable to the Planning
Department.
The following changes to the architectural elevations are needed:
1. An additional 84 Sq Ft of class 1 material is needed in the front elevation, which

faces 31 St. The applicant proposes to fully wrap the pillars with stone, which
would provide about 36 additional Sq Ft.
Grading, Drainage, Erosion Control, and Utility Plan
Approval of the Site Plan is subject to approval of the Grading, Drainage, Erosion Control
and Utility Plans by the Public Works Director and the City’s consultant engineer. Please
see attached Engineer Review for further information.
RECOMMENDATION
The City staff of Hastings recommends the following changes and conditions:
1) Conformance with the Planning Commission Staff Report and plans dated
September 28, 2009.
2) Approval is subject to a one-year sunset clause; if a building permit is not
obtained within one year of City Council approval, the approval is null and void.
