MEMO To: Honorable Mayor and City Council From: Tom Montgomery Date: October 12, 2009 Re: Accept Quote -Fire Department driveway and apron replacement As part of ordering the 2009 Industrial Park area improvements at the May 18 Council meeting, Council adopted the enclosed resolution authorizing the replacement of the Fire Department curb and part of the driveway for the visitor parking area if the Industrial Park area improvement project came in under the bonding limit set by Council. The Industrial Park project came in well under the bonding limit and Public Works has requested quotes for replacing the existing surmountable curb in front of the Fire Department visitor parking area with a smoother transitioning concrete driveway apron. After reviewing the proj ect further, Public Works noted that the driveway installation would leave only a 15 ft. deep bituminous parking area beyond the new driveway apron and transition area. With the existing driveway area in front of the Fire Department equipment bays all concrete, Public Works also asked for alternate quotes that would include replacing the entire bituminous surfaced visitor parking area with concrete pavement. Staff had estimated the cost of removing and replacing the existing surmountable curb in front of the visitor parking area with an 8 ft. deep concrete apron was $6,000. Frandrup Masonry provided the low quote for the project; replacing the existing surmountable curb with an 8 ft. deep concrete driveway apron for $3,875. The alternate bid for replacing the entire visitor parking area with concrete is $6,235• Given the favorable quote from Frandrup Masonry for replacing the entire bituminous surfaced visitor parking area with concrete pavement and the aesthetic appeal of concrete pavement across the entire front of the Fire Department facility, staff is recommending accepting the $6,235 quote from Frandrup Masonry and installing concrete pavement for the visitor parking area. RESOLUTION CONDITIONALLY ORDERING THE IMPROVEMENTS, APPROVING THE PLANS, AND AUTHORIZING THE SOLICITATION OF QUOTES FOR BIDS FOR PROJECT No. 2009-4 FIRE DEPARTMENT CURB MODIFICATIONS WHEREAS, a resolution of the City Council adopted the 16ti' day of March, 2009, fixed a date for a Council hearing on the proposed 2009 Street & Utility Improvement Program, and WHEREAS, two weeks published notice of the hearing was given, and the hearing was held thereon on the 6ti' day of April, 2009, and subsequently continued on the 18ti' day of May 2009, at which all persons desiring to be heard were given an opportunity to be heard thereon, and WHEREAS, the City has not yet received bids for project 2009-1, the Industrial Park Area Improvements project, and WHEREAS, said bids, if low enough, will free up funding capacity for the City to construct the Fire Department Curb Modifications project NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS; that 1. Such improvement is necessary and cost-effective. 2. Such improvement is hereby ordered under the condition that the City receives bids for Project 2009-1, the Industrial Park Area Improvements that are low enough to provide internal funding capacity to constn~ct the project 3. The plans and specifications for the Fire Department Curb Modifications prepared by the Hastings City Engineer are hereby approved. 4. Subject to the conditions under point #2, the City Engineer is authorized to solicit quotes to complete the work as detailed in the plans and specifications for the Fire Department Curb Modifications project.
