Pleasant Drive between 15th Street and Hwy 55 is proposed to be reconstructed as part of the 2olo Infrastructure Improvement Program. The intersection of Pleasant Drive and the South Frontage Road has high traffic volumes. As part of the feasibility study for the proposed Pleasant Drive reconstruction, staff is recommending an intersection control evaluation study for the Pleasant Drive and South Frontage Road intersection. The intersection control evaluation study would determine if addition traffic control, such as all way STOP, traffic signals, or a roundabout is warranted, and which type of traffic control best meets the traffic needs of the intersection. Enclosed for Council approval and authorization is a proposal from SEH to conduct an intersection control evaluation study for the intersection at a cost not to exceed $19,000. The funding for this study would come from the 2ol0 construction fund. Frontage Rd ICE Study SEH No. 110172 SEH appreciates the opportuniti<- to submit this proposal for traffic engineering services to conduct an intersection control evaluation (ICE) study for the Pleasant Drive/South Frontage Road intersection. The Citi<- is planning to reconstruct Pleasant Drive from 15"' Street to High~~ ay 55 and ~~-ants to determine the t~-pe of intersection control that should be provided at the Pleasant Drive/South Frontage Road intersection as part of the project. Based on our discussions ~~ith you, the ICE study ~~i11 be prepared in conformance ~~ith Mn/DOT's guidelines. The study area is built out, and no ne~y development/re-development in the immediate study area needs to be included in the traffic forecasts. Scope of Work SEH proposes the follo~~ing ~~ork program for this project: Task 1.0 Data Collection • Collect and revie~y available traffic count information and traffic studies for the study area. • Conduct 48-hour tube counts on the approaches of the Pleasant Drive/South Frontage Road intersection. • Conduct turning movement counts for the Noon and PM peals period at ri~ o key intersections. The key intersections are the Pleasant Drive/South Frontage Road intersection and the Pleasant Drive/High~~ay 55 intersection. From the ADT information provided by the City, it appears the highest hourly volumes at the Pleasant Drive/South Frontage Road intersection occur around noon and 5:00 PM, and this is ~~hy ~~e are proposing to use these ri~o peals hours for the traffic analysis. • Using crash data available from MnCMAT, revie~y recent 5-year crash history for the Pleasant Drive/South Frontage Road intersection and prepare a collision diagram for the intersection. Task 2.0 Traffic Forecasts • Develop 2030 traffic forecasts for the ri~o key intersections. It is assumed that the forecasts can be developed by applying an annual gro~~th factor to existing traffic volumes. Forecasts for average daily traffic (ADT) and for the Noon and PM peals hour ~~i11 be calculated. Montgomery- October 7, 2009 Page 2 Task 3.0 Traffic Analysis • A Synchro/SimTraffic model ~~i11 be developed for the ri~ o key intersections. The Synchro/SimTraffic model ~~i11 be used for analyzing signalized and unsignalized intersections. If roundabout control is ~~ arranted at the Pleasant Drive/South Frontage Road intersection, a VISSIM model ~~i11 be developed and used for the analysis of roundabout control. • Perform an all-~~ ay stop and signal ~~ arrant analysis for the Pleasant Drive/South Frontage Road intersection for existing traffic conditions. The analysis ~~-ill determine if any of the traffic volume All-Way Stop or Signal Warrants from the Minnesota Manual on Uniform Traffic Control Devices (MnMUTCD) are met at the intersection. If no ~~ arrants are met for existing conditions, 2030 forecast volumes ~~-ill be analyzed. • Perform traffic operations analysis for the key intersections for the Noon and PM peals hour. T~~o scenarios ~~i11 be investigated. These scenarios are the existing conditions and 2030 conditions. The analysis ~~-ill be conducted for each t~-pe of intersection control found to be ~~arranted at the Pleasant Drive/South Frontage Road intersection. The analysis ~~i11 also investigate the need for other mitigation measures (i.e., addition of turn lanes or thru lanes) at the kev intersections. Task 4.0 Intersection Control Evaluation (ICE) Report • Based on the analysis findings, prepare a draft ICE Report for the Pleasant Drive/South Frontage Road intersection, using current Mn/DOT report guidelines, and submit the draft report for City staff revie~~ . • Address Citi<- comments on the draft report, and prepare a final ICE report. Task 5.0 Meetings and Project Management • Attend ri~ o meetings (kick-off meeting and study results presentation meeting) ~~ ith City staff. • Project management tasks including project invoicing, co-ordination, and status updates. Schedule and Fees We propose beginning ~~-ork on the project immediately upon being notified to proceed by the City. We ~~i11 ~~-ork ~~ith the City of Hastings to set a more specific schedule for the project once ~~e have received authorization to proceed on the project. We anticipate that the project ~~-ill take five ~~eeks to complete. A detailed staff hour and cost estimate for the project is sho~~m on Attachment A enclosed ~~ith this letter. We propose to be paid for the ~~-ork ~~e do on an hourly basis, plus the actual cost of reimbursable expenses. We propose to complete the project for a cost not to emceed $19,000. We ~~i11 bill you monthly for services, expenses, and equipment. The estimated fee assumes prompt payment of our bills and the orderly and continuous progress of the project. If the project is delayed and ~~ e encounter additional costs as the result of the delays, it is agreed ~~ e are entitled to additional fees upon submission of the appropriate documentation of extra costs. We ~~i11 also furnish such Additional Services as you may request. Payment for additional services shall be based on the time required to perform the services and the billable rates for the principals and employees engaged directly on the project, plus charges for expenses and equipment.
