Chair McInnis called the meeting to order at 7:00 p.m.

Approval of Minutes
2. –September 14, 2009
Motion by Commissioner Vaughn to approve the September 14, 2009, meeting minutes as
presented. Seconded by Commissioner Bullington
Upon vote taken, Ayes 5 Nays 0. Motion carried.
PUBLIC HEARINGS
City of Hastings – Ordinance Amendment #2009-20 – Amend City Code 155.08, Portable
3.
Signs. Continued from last meeting.
Associate Planner Barker provided a staff report.
Chair McInnis opened the public hearing at 7:03. No members of the public spoke towards
the item. Chair McInnis closed the public hearing at 7:03.
Vaughn asked if there has been an increase in sandwich boards downtown. Hinzman said
what brought this issue-up is the recent increase of sandwich board signs in places other than
downtown. Hinzman added that this ordinance would make the existing downtown sandwich
boards legal.
Stevens said sidewalks may be wider in areas other than downtown.
Zeyen said he didn’t think it is appropriate to have a time limit of 60 days on most businesses
when the downtown businesses can have them up year-round. Hinzman said the businesses
downtown would be required to bring them in nightly. He added that the proposed ordinance
could be modified to allow all areas to have signs out year-round, but require them to be
brought in nightly.
McInnis said since the HPC has some concerns that some signs may not fit the downtown

character, the ordinance should specify not only size, but also specify sandwich board
configuration.
Vaughn asked if the allowable signs could advertize off-sight businesses. Hinzman said yes.
Motion by Commissioner Stevens to approve the Ordinance Amendment for the Sign Code
155.08 with three recommendations. These recommendations are review how different
districts are treated, receive feedback from downtown districts, and the length of time signs are
allowed. Seconded by Commissioner Vaughan.
Upon vote taken, Ayes 5, Nays 0. Motion carried.

4.OHDS Review #2009-30 – Garage at 416 7 Street W.
Associate Planner Fortney provided a staff report.
Commissioner Bullington inquired if the home owner was present. It was determined that the
home owner was not present.
Commissioner Bullington asked if the home had a garage. Associate Planner Fortney stated
the home did not have a garage.
Chair McInnis explained that a home without a garage can have up to two structures with a
total of 1,000 square feet.
Commissioner Bullington asked if there would be a driveway. Planning Director Hinzman
stated there would be a short driveway into the garage.
Commissioner Bullington inquired if any comments were received from neighbors. Associate
Planner Fortney stated that he had not received any comments, though the neighbors had not
been notified. He further stated the garage had been on site for a week. Commissioner
Bullington stated that neighbors may want to be notified in the future.
Commissioner Stevens inquired into setbacks. Associate Planner Fortney stated that the
setbacks are 20 feet if the garage faces the alley and 5 feet if the garage door is perpendicular.

Motion by Commissioner Vaughn to approve the OHDS Review for the Garage at 416 7
Street W. Seconded by Commissioner Stevens.
Upon vote taken, Ayes 5, Nays 0. Motion carried.

Red Wing Dental
5. – Site Plan #2009-27 – Construction of a Dental Lab – 31 Street &
Lightbourn Court.
Associate Planner Fortney provided a staff report.

Gary Iocco, applicant, stated his desire to move Red Wing Dental into Hastings. He stated
there would be 11-12 full-time employees and 4-5 part time employees. Iocco stated his
desire to build a nice building. He further explained that the shrubbery on the east side of the
building would allow for future expansion. Iocco stated he was willing to add stone on the
entryway. He also mentioned that Planning Director Hinzman and his staff were easy to work
with and diligent in answering questions.
Commissioner Vaughn thanked Iocco for bringing his business to Hastings and for not
building a pole barn.
Commissioner Stevens asked about placing a condition that the City is acceptable to the
change in elevation on the east side in that shrubs were acceptable. Iocco explained that the
shrubbery would be evergreen and look nice year round. Chair McInnis asked if the building
was expanded, if the stone would be added at that time to the east side. Iocco stated stone
would be added once the expansion took place.
Commissioner Bullington asked Iocco why he choose Hastings to relocate his business. Iocco
stated the free land and the ease of working with the City.
Motion by Commissioner Bullington to approve the Site Plan with the nine staff
recommendations. Planning Director Hinzman inquired if the tenth staff recommendation was
included regarding the shrubbery in lieu of class one materials on the east side of the building.
Seconded by Commissioner Zeyen.
Upon vote taken, Ayes 5, Nays 0. Motion carried.
Gary Anderson –
6.Variance #2009-28 – Addition to Non-Conforming Garage – 1906 Eddy
Street.
Associate Planner Barker provided a staff report.
Commissioner Bullington stated that he felt large garages were being an epidemic. He added
that the large garages are affecting also aesthetics and neighbors. Commissioner Bullington
said that he felt homeowners should think before they purchase a home with a small shed on it.
Commissioner Bullington added that large garages seem to be happening a lot now, which
may be due to the housing market. He stated that he could not support another large structure
going in.
Chair McInnis asked if the size of accessory structures could be an agenda item to review in
the future. He further questioned how often are large structures being built and the location of
these structures.
Planning Director Hinzman stated that staff could provide background as needed at an
upcoming meeting.

Commissioner Stevens inquired how the size was originally calculated. Planning Director
Hinzman stated that the ordinance goes back at least ten years and possibly twenty to thirty
years.
Commissioner Stevens asked for clarification on how large of a structure could be built with
an attached garage. Planning Director Hinzman stated that it would be 1,000 square feet and
only one structure.
Commissioner Vaughn inquired if the applicant could add on again if the second addition was
only 700 feet. Associate Planner stated that the applicant is allowed two structures with a total
of 1,000 square feet.
Commissioner Vaughn asked if a driveway is required for garages. Planning Director
Hinzman stated that they do not have to have a driveway.
Commissioner Stevens asked how close to the property line the driveway could be. Associate
Planner Barker stated that a driveway can go right up to the property line.
Motion by Commissioner Stevens to approve the Addition to the Non-Conforming Garage at
1906 Eddy Street. Seconded by Commissioner Zeyen.
Upon vote taken, Ayes 4, Nays 1 (Bullington). Motion carried.

Motion by Vaughan to adjourn the September 29, 2009, Planning Commission meeting.
Seconded by Bullington.
Upon vote taken, Ayes 5, Nays 0. Motion carried.
