Authorization of Staff to sign Zero Dollar Permits to Construct – Highway 61 Bridge
Project
The Council is requested to authorize staff to sign the three attached Zero Dollar Permits to
Construct for activities that will take place during the MnDOT Highway 61 Bridge Replacement
Project.
A quick summary of the three permits:
1.A permit allowing the occupation and use of a portion of the River Flats for a staging
area for the contractor, as well as use of Lock & Dam Road for access to this staging
area. Recall from previous agreements with MnDOT that in exchange for the use of this
area, a $100,000 credit towards the Roadway Aesthetic Budget was provided.
2.A permit allowing for the replacement of concrete sidewalk on southeast quadrant of the
rd
intersection of 3 Street and Highway 61 and on the northeast quadrant of the
th
intersection of 4 Street and Highway 61. These areas of sidewalk are on the periphery
of the City Hall Public Square block.
3.A permit allowing for modifications and use of a City parcel alongside Lock & Dam
Road and northwest of the Hudson Manufacturing Company complex in order to provide
truck access to Hudson Manufacturing from the west during the construction of the
Bridge.
