HomeMy WebLinkAbout20091102 - VI-04 To: Mayor Hicks and City Councilmembers From: Melanie Mesko Lee Re: Personnel Policy Amendments—Longevity and Employee Recognition Date: October 28, 2009 City Council Action Requested Amend the Personnel Policy to approve changes to the longevity and employee recognition policies, to be effective January 1, 2010. Background Information Eligibility for both of these programs for full-time employees is based on the employee’s date of hire as a full-time employee. For part-time employees who have moved to full-time status, we currently have a complicated calculation for eligibility for these two programs. When the city has developed regular, part-time status positions, that staffing level has been based on the city’s staffing needs and the employee in that position is fulfilling those staffing needs. Staff is recommending consistent eligibility guidelines for regular status employees who are fulfilling the City’s staffing needs, whether it is in a full-time or part-time status. If approved, Personnel Policy Chapter 5 would be amended to make the accrual of longevity and eligibility for the city’s annual employee recognition program consistent based on the employee’s hire date as a regular status employee, regardless of whether an employee is hired for full-time or part-time hours. Longevity e. i) Full-time employees earn longevity based upon continuous employment as a regular status full- or part-time employee as follows: 5 years of employment: 1% of salary 10 years of employment: 2% of salary 15 years of employment: 3% of salary Longevity credit will accrue as long as there is no break in regular employment status. Employee Recognition k. The City has adopted a program to annually recognize employees’ continuous length of service. Recognition awards of a nominal value will be given to employees celebrating years of service as a full or part-time employee in 5 year increments, as adopted by the City Council. The annual recognition program has been approved by the Hastings City Council and is part of the City’s compensation plan. There is a minimal financial impact of this change, which has been included as part of the 2010 budgeting process. If you have any questions regarding this item, please let me know.
