TO: Honorable Mayor and City Councilmembers
FROM: Dave Osberg, City Administrator
DATE: November 10, 2009
SUBJECT: 2010 Non-Union Compensation Schedule
RECOMMENDED CITY COUNCIL ACTION
It is recommended that the City Council take action approving the attached 2010 non-
union compensation schedule, effective January 1, 2010.
BACKGROUND
At the City Council meeting on December 17, 2007, action was taken approving a
resolution that set in place a three year plan to make market rate adjustments in the
compensation program for City employees, to more accurately reflect a reasonable
comparison to those Cities in the Twin Cities Metropolitan Area with similar population
ranges. A copy of that resolution is attached to this memo for reference.
As directed during the preparation of the 2010 budget, for 2010 there is no general annual
adjustment to the entire schedule. Market adjustments in accordance with the 2007
compensation program have been incorporated in the proposed 2010 Budget.
With approval at the meeting on Monday November 16, 2009, this would allow city staff
the opportunity to complete the necessary process resulting in the timely implementation
effective January 1, 2010.
