SUBJECT: Century South Neighborhood Public/Private Partnership-Ice Rink
Representatives from the Century South Neighborhood have asked for an opportunity to
present to the City Council at the meeting on November 16, 2009 apublic/private
partnership for an ice rink in their neighborhood. The details and extent of that proposal
are unknown at this tine, as this situation has evolved over the last several weeks.
Staff learned several weeks ago, that material had been excavated and hockey boards
installed on City property in the Century South Neighborhood. Upon learning of the
installation, the residents were advised to remove the boards, and replace the material. I
have been told that has been done. Once the presentation is complete, if the City Council
has any interest in considering this fi~rther, it would seem reasonable to direct the NRRC
and Park and Recreation Committee to discuss and report back on a recoznmendatian.
Yet, there is wisdom in proceeding with extreme caution with any consideration of
locating an ice rink on the City property, and if there is no interest an behalf of the City
Council, there should be no further deliberation and unrealistic expectation that such an
ice rink would be constructed an City property.

City of Hastings,
Our family received written notification via US Mail from your office
on Friday November 6, 2009 requesting we remove hardware in shape of an
ice rink placed on Outlot J.
I am writing this letter to inform you of several facts regarding this
case. Our neighborhood would like written documentation from the City
of Hastings as to what we need to do in order to get this neighborhood
rink back. We would like to propose a public/private partnership
regarding this Outlot J, allowing the residents to use this land in the
spirit of the kids.
1. Per the request from the City of Hastings, the hardware was
removed on Sunday November 8, 2009.
2. This triangle of city land has been used for several family
activities, i.e. kickball, baseball, football, catch and ice skating.
The group of houses that surround this area have found it a nice,
neutral community area, keeping our kids safe, out of the streets, and
in the back yard away from strangers and bullies.
3. For three years in a row, several neighbors in Century South
have gathered in this area in autumn to build an ice rink for our kids
to enjoy. This time commitment, as well as the build and upkeep
expense (water, a new tarp, removable wooden frame, outdoor lights,
electricity), proves our enjoyment and dedication to making this rink a
part of our lives.
4. Safety and supervision has always been of the utmost
importance. Each child is required to wear protective gear, including a
helmet, when on the rink. If a child shows up without a helmet, we
have extra helmets available.
5. Eight families in eight nearby houses participate in the build
and upkeep.
6. At least 100 children have utilized the rink since the first
year the rink was built. As stated above, this goes far to help keep
kids occupied during the winter months.
7. There are no public rinks in close proximity. The closest rink
is Pioneer Park, 2.9 miles from our rink.
8. We spend much time and labor maintaining the quality of the
rink, ensuring a perfect sheet of ice. See photo attached.
What do we need to do in order to allow us to re-build the rink?
