Water Service Repair Assessment Request – 469 Tiffany Drive
Enclosed for Council approval is a request from Sue Bohlken of 469 Tiffany Drive for
the City to pay the cost to repair her water service line and assess this cost back to her
property. With similar requests for utility service repair, the City Attorney has prepared
an agreement and waiver of assessment appeal for property owners to sign, spelling out
the conditions and terms of the assessment and protecting the City from an assessment
appeal.

The Council is requested to approve Ms. Bohlken’s request for the City to fund the water
service repair and assess this cost back to her property under the condition that she first
enter into an assessment agreement with the City.

Sue,
This is all that you need to do at this time. I will get your request placed on the City Council agenda for their
December 7th meeting. After that date, the City Attorney will draft an assessment agreement and waiver of
assessment appeal that you will have to sign in order for the City to pay the contractor. The contractor can begin
work as soon as you have agreed to it with them, but please follow up with the invoice from the contractor as soon
as the work has been completed.

Hello Nick,
My name is Sue Bohlken and you were referred to me by John Zgoda. I'm writing to you because I have a water
line that is leaking in my front yard and is forming a little pond. I have called different contractors and Tom Otto is
the cheapest. Tom said it would cost $1500.00 to $2500.00 to repair and I do not have the money at this time to
pay him and I was wondering if the City could pay this and access the cost to my taxes. I would appreciate any
help you could give me.
