Subject: Park and Equipment Rental
Periodically during the winter season, the Parks and Recreation Department receives
requests for the use of shelter buildings for family events, birthday parties and
neighborhood gatherings. To capture this market, the Parks and Recreation Department
put together a rental application and fees associated with rental of facilities.
Since this is a new initiative, the fees to rent city facilities have not been brought forth
before Council. This issue was discussed at the November NRRC meeting. The NRRC
recommended its approval and to be brought before City Council.
I am seeking City Council approval to begin to publicize and execute this new program.

NQTF: Rentals of ice/shelter are exclusive to you and your group. There is a minimum 2 hour rental. Please check facility hours and
reserve accordingly. tMlson and Isabel Ice/shelters can be reserved anyfime during open hours whereas the remaining ice/shelters can
be reserved 2 hours prior to opening for fhe day and/or 2 hours after closing hours for fhe day. Any requests outside of these times
should be discussed with the City of Hastings Parks & Recreation Staff at 657-480-8175 (Rental includes rink attendant)

General Guidelines for Facility Reservations
.Applicants who live or work in Hastings will receive priority reservations.
• Liquor, wine, intoxicating and non-intoxicating malt liquor cannot be consumed or possessed in city parks
between the hours of 6:00 p.m. and 8:00 a.m. with the exception of Vet's Park where only non-intoxicating malt
liquor can be consumed or possessed and then only between the hours of 8:00 a.m. and 10:00 p.m.
• Parking is allowed in parking lots only. Na unauthorized vehicles are permitted to be on grass, sidewalks, trails,
fields, etc.
• Park closing time is 10:00 PM
• If the facility you have reserved is being used by another group, and they refuse to leave, please call 911 non-
emergencies {651-480-2300}.
• The City of Hastings reserves the right to deny or revoke a permit for non-compliance or if it is believed to be in
the best interest of City facilities or park users.
• All recycling, waste paper, and other rubbish must be deposited in the appropriate receptacles,
• No group may set up a tent or other temporary shelter without authorization from the Parks and Recreation
Department. Please contact Kevin Smith at 480-6178 for authorization.
• Rentals far equipment and facilities are subject to applicable Minnesota State sales Tax.
• Cancellation Policy: There will be no refunds made due to inclement weather. However, full refunds will be
available for cancellations made at least two working days (Mon-Fri) prior to the scheduled event. No refunds
will be issued if cancellation is not made at least two working days prior to the event.
• Certain events may require proof of insurance in a minimum amount to be determined based on event type. This
generally does not apply to standard park reservations.
Shelter Rules
• Winter Rental does not include exclusive use of the park facilities. Rentals are limited to shelter and ice rink.
• Renters may not display anything on park property without authorization from the Parks and Recreation Director.
• Do not discard any hot charcoal in garbage receptacles.
• You must have thus permit with you as proof of your reservation.
• Effective June 1, 2007, aTobacco-Free policy has been approved in al[ city-owned or operated parks or outdoor
recreational facilities. Users shalE refrain from using any tobacco product in any city-owned or operated park or
outdoor recreational facility.
The persons andlor organizations renting the facilities within the City of Hastings, by signing this and accepting the terms
and agreements on this application, agree to defend, indemnify, and hold harmless the City of Hastings, its officers and
employees, for any damages to City property by participants or public Involved In the use of the rented facility and agrees to
assume all liability for the injury or death of any participant and public involved. Any damage to the facility or equipment
shall be reported immediately.
