HomeMy WebLinkAbout20091207 - VI-17 MEMO To: Honorable Mayor and City Council From: Nick Egger, City Engineer Date: December 2, 2009 Re: Authorization of Staff to sign Zero Dollar Permit to Construct – Highway 61 Bridge Project The Council is requested to authorize staff to sign the attached Zero Dollar Permit to Construct for activities that will take place during the MnDOT Highway 61 Bridge Replacement Project. nd When Bridge construction activities are taking place in the area immediately north of 2 Street, access to the Hudson Sprayer loading dock area will largely be obstructed. MnDOT has already obtained City permission to use the riverfront trail on the north side of the Hudson Sprayer facility to allow for truck access from the west via Lock & Dam road. However, the access point on Lock & Dam road to this trail is not configured well for trucks to make the turn from the northbound direction. The permit establishes the western portion of the Lake Rebecca parking lot (see attached map) as an area where trucks destined for Hudson Sprayer will be able to turn around to approach the riverfront trail access from the southbound direction. The condition of the parking area will be evaluated by the City and MnDOT prior to the commencement of its use as a turnaround. After the Bridge project has been completed, MnDOT will be responsible to return the parking area to as good as or better condition than what existed prior to the project.
