The City Council of the City of Hastings, Minnesota met in a regular meeting
on Monday May 3, 2004 at 7:00 p.m., in the City Hall Council Chambers at the
Hastings City Hall, 101 East 4th, Street, Hastings, Minnesota.

Approval of Minutes
Mayor Werner asked if there were any corrections or additions to the minutes
of the regular meeting of April 19, 2004. Hearing none, the minutes were approved
as presented.
Council Items to be Considered
Mayor Werner noted that Consent Item 12: Approve Development
Agreement-Schoolhouse Square 3rd Addition and Planning Item 3: Discuss
Parkland Dedication Fees, have been requested to be pulled from the agenda.
Moved by Councilmember Yandrasits, seconded by Councilmember Riveness,
to remove the above items from the agenda as requested.

Public Hearing-On-Sale Liquor License Fee Increase
Mayor Werner opened the public hearing at 7:04 p.m.
Administrative Assistant/City Clerk Mesko Lee stated that 30 days notification
of the proposed fee increase has been provided to all licensees, as provided by law.
No one has contacted the City with comments on the proposed fee increases.
Hearing no further comment, Mayor Werner closed the public hearing at 7:05
p.m.
Resolution-On-Sale Liquor License Fee Increase
Council member Moratzka clarified that all licensees have been notified and no
comments have been received. Mesko Lee stated that all licensees were sent a
packet of information, informing them of the request before Council to increase fees
and that no mailings had been returned and no comments have been received.
Moved by Councilmember Riveness, seconded by Councilmember Yandrasits
to approve the resolution as presented.

Public Hearing-City Code Amendment #2004-02: Home Occupation Ordinance
Mayor Werner opened the public hearing at 7:06 p.m.
Planning Director Hinzman stated that the proposed changes create a two-
tiered licensing approach, depending on the neighborhood impact of the home

occupation, The planning commission recommended approval of the ordinance
amendment on a 5-2 vote at its April 12, 2004 meeting.
Mary Anderson, 1501 4th Street East, requested consideration of a grandfather
clause that would allow current uses to remain,
Hearing no further comment, Mayor Werner closed the public hearing at 7: 1 0
p.m.
Second Reading/Ordinance Amendment-City Code Amendment #2004-02:
Home Occupation Ordinance
Hinzman stated that the ordinance amendment as written allows 90 days for
home occupations to come into compliance with the new regulations. He also stated
that home occupations are still permitted, but the intent is for them to be incidental
and subordinate to the nature of the neighborhood,
Mayor Werner questioned how many current home occupations would be in
violation of the proposed amendments. Hinzman estimated 40 home occupations.
Councilmember Yandrasits questioned whether a variance process was
available. Hinzman stated that is not proposed in the current amendment. City
Attorney Moynihan stated that should the Council desire a variance process, it should
be clearly defined in the Code.
Councilmember Schultz suggested lengthening the compliance timeline up to
one year.
Moved by Council member Schultz, seconded by Councilmember Moratzka to
approve the ordinance amendment as presented, with an amendment to allow up to
one year for current home occupations to come into compliance with the new
regulations.

Moved by Councilmember Hicks, seconded by Councilmember Moratzka to
reconsider the vote.

Councilmember Hicks stated that he would like the code amended to include a
standard which outlines a maximum percentage of the home that can be used for a
home occupation.
Councilmember Schultz questioned the parking regulations.
Councilmember Moratzka questioned whether a garage is considered an
accessory or part of the dwelling unit and how it falls under the regulations.
Mayor Werner stated that with so many remaining questions on the proposed
ordinance, it may be appropriate for the Planning Committee of the Council to further
review the changes.
Moved by Councilmember Hicks, seconded by Councilmember Yandrasits to
table the issue and refer to the Planning Committee for further discussion,

Moved by Councilmember Schultz, seconded by Councilmember Riveness to
approve the variance as presented.

Market Study Presentation-GVA Marquette: Downtown Riveñront
Redevelopment
John Grossman stated that the market study has been completed and Steve
Sheff of GVA Marquette would provide some information on the study.
Mr. Sheff stated that hotel/restauranUbanquet facility development would likely
result in a financial shortfall. The economics of the project did not include land
acquisition costs, Mr. Sheff recommended other options to enhance the downtown
area. Jessica Cook of Ehlers Associates stated that the next step in the process is
for the report to be presented to the downtown redevelopment committee and at a
public informational meeting. Sherman Associates must also begin to prepare draft
redevelopment plans, using the information from the market study report, the open
house, and the downtown business meeting.
A copy of the report is available for public viewing at City Hall and the library
Moved by Councilmember Moratzka, seconded by Councilmember Yandrasits
to accept the report and forward the report to the downtown redevelopment
committee.

Resolution-Precinct Boundary Line Adjustments
Moved by Council member Yandrasits, seconded by Councilmember Riveness
to approve the resolution as presented with new precinct boundary lines for Precinct
1, Wards 2 and 3.

Comments from the Audience
Tom Schmitz and Ret. Col. Tom Nesbitt requested Council consideration of
establishing a policy where streets are named in honor of Hastings natives who have
been killed in the line of combat.
This item was referred to the Planning Committee for further discussion.

PROCLAMATION
City of Hastings
Declaring May 19, 2004 as
Michael "Doc" Louden Day
In the City of Hastings
WHEREAS, Michael "Doc" Louden has been the Hastings High School Varsity
Baseball coach since 1979; and.
WHEREAS, Doc Louden has compiled a winning percentage of 66%, with a record of
324-213 over this period of 26 years; and
WHEREAS, throughout these 26 years of coaching the Hastings High School Varsity
Baseball team, he has had a 50% or better winning percentage 22 of those years; and
WHEREAS, in 1999, Doc Louden coached the Hastings Baseball team that stopped
one of the longest winning streaks in high school baseball, defeating Cretin Durham Hall, to end
their 66-game winning streak; and
WHEREAS, Doc Louden's coaching career was highlighted by winning the 1999 State
Class AA Baseball Championship; and
WHEREAS, Doc Louden is retiring after 26 years as the Hastings High School Varsity
Baseball Coach.
NOW, THEREFORE BE IT RESOLVED, by the City Council of the City of Hastings,
that May 19, 2004 is hereby declared

For the past three months the students at John F., Kennedy Elementary School have
managed the Youth Recycling Drop-offbox located at Teny's Ace Hardwire in South
Hastings. The students collected 42.68 tons of paper and cardboard and seta new
collection record. Randy Triplet from Hastings Waste Management will present the
group a check for $640.20 for their effort.
The next group scheduled to manage the drop-off recycling box is Boy Scout Troop 23.
Please find attached a spreadsheet of recycling material collected thru the Youth
Recycling program from February 2002.

PROCLAMATION OF SUPPORT FOR HERITAGE PRESERVATION
WHEREAS it is important to celebrate the role ofliistory in our lives and the
contributions made by dedicated individuals to the heritage that has shaped us as a
people; and
WHEREAS National Preservation Week, sponsored by the National Trust for
Historic Preservation, is observed each May; and
WHEREAS the City of Hastings is committed to preserve and pass on to future
generations examples of the built environment we have inherited; and
WHEREAS historic preservation is an effective tool for managing growth,
revitalizing neighborhoods, fostering local pride and maintaining community
character; and
AND WHEREAS the Heritage Preservation Commission is presenting twelve
property owners with the annual award recognizing exemplary efforts in preserving
and maintaining the historic character of their buildings and houses;
NOW THEREFORE, we the Mayor and Council Members ofthe City of Hastings,
do proclaim May 17, 2004 Heritage Preservation Day in observance of National
Preservation Week, and congratulate the recipients of the Hastings Preservation

Dear Mayor and City Council Members,
Last year the Hastings Eagles Club set upon a course to raise money and awareness about our
state AMBER Alert Network. We found ourselves in the mist of something that is not only needed but
also welcomed by our State's officials. We raised $1500.00 dollars for this cause last year, and this year
it look's and sound's like we may outdo last years figures. We could not do this without the help of all of
our local business's contributing in one way or another. For instance, last year we asked our local V.F.W.
Auxiliary Chapter if they could help by contributing the small American Flags that we handed out for our
motorcyclist and they came through for us in a big way. This year we again asked the Auxiliary if they
would like to contribute the flags and once again, they came through for us.
As a result for this fine gesture of support from ourV.F.W. Auxiliary and the fine men and women
in our country's military service we would like to show our support by doing a parade of motorcycles past
the V.F.w. hall. We would like to leave the Eagles Club at 11AM sharp, exit onto Eddy St., south to 1501
St., turn East past Vermillion Drive, (Hwy 61) to Tyler St. and turn north down to 2nd St. where we would
then turn west past the Hastings Chapter of the V.F.W., turn left on Sibley two blks and turn right on 4th
St. past the Hastings City Hall and exit North onto Hwy 61, leaving on our first leg of our motorcycle run.
We asked for and received police help last year to exit Hastings and again retum in the evening
back to the Eagles Club, and we hope that we again will get help from our local police in doing this
parade up 2nd Sl.
Also Mr. Mayor, it is my place at this time as Committee Chairman of this event, to apologize to
you and all the city counsel members as well as the Hastings Police, and Fire Chief, for not inviting you all
to come and take part in our event last year. So at this time I am extending out a formal invitation to you
Mr. Mayor, and all the city counsel member's, as well as the Hastings Police, and Fire Chiefs to come
and take part in what ever capacity that you feel fit to. We hope to have some media here in Hastings this
day so that we can show Minnesota and all who see this event happen, that the City of Hastings and all of
ifs citizen's, and our business community, are the best Minnesota has to offer.
Ladies and gentleman of the City council, this event is truly a first! The Hastings Eagles Club is
the first in the state of Minnesota to put on such a fundraiser that will benefit our AMBER Alert Network
directly. And as far as our research has gone to find out if any other organization or club in the United
States has done such a fundraiser, we "The Hastings Eagles Club" were and are the first. This I feel is a
great accomplishment for our great city of Hastings, Minnesota.

Hastings Aquatic Center - Coca-Cola Contract
The city council is being asked to authorize the extension o(the existing contract with Coca-Cola at
the Hastings Aquatic Center for one additional season.
In 1999, the city entered into a contract with Coca-Cola for providing Coca-Cola products at the
Hastings Aquatic Center. This contract is set to expire on June I, 2004. Several months after this
contract was entered into, the city also entered into a similar contract with Coca-Cola for providing
Coca-Cola products at the Hastings Ice Arena. That contract will expire in November 2004.
Staff believes it makes sense to extend the aquatic center contract for one additional season and then
later this summer deal with both the aquatic center contract and the ice arena contract at the same
time.
Coca-Cola is willing to extend the existing Coca-Cola contract for one additional season under the
same tenns and conditions. The aquatic center staff is agreeable to having the Coca-Cola contract
extended for one additional season.

REQUEST
The City Council is asked to consider first reading and schedule a public hearing to rezone
property from A - Agriculture to R-3 - Medium\High Density Residence. The 1.4 acre
parcel is located southwest of Featherstone Road and Whispering Lane.
The public hearing and second reading would be held at the June 7, 2004 City Council
meeting in conjunction with the Preliminary and Final Plat of Williams 2nd Addition, a 5 lot
single family subdivision.
RECOMMENDATION
The Planning Commission voted 6-0 to recommend approval of the rezoning (as well as
Preliminary and Final Plat) at the May 10, 2004 meeting with limited discussion. No one
spoke for or against the rezoning during the public hearing.
One email opposing the rezoning was received (attached). John Swanson of 1350
Featherstone Road is concerned that the rezoning would give the builder the ability to
construct multiple family dwellings. Staff has supported the R-3 designation because it
is similar to other single family dwelling adjacent to the site, and that the property is
being platted for single family development.

HISTORY
Planning Commission Review - March 24, 2003
On March 24, 2003 the Planning Commission voted 6-0 to recommend approval of the
rezoning and subdivision request subject to a numbe~ of conditions including resolution
of a discrepancy involving the most western property boundary of Block 2. The
property line issue has since been resolved. Since one year has passed since Planning
Commission review of the proposal, the process was restarted with notification to
surrounding property owners and Planning Commission Review.

to subdivide four single family lots along Whispering lane. The R-3 zone allows for both
single and multiple family development. The two developments abutting the site (Williams
151 Addition and Featherstone Ridge) are both zoned R-3 and incorporate both single and
multiple family developments.
The developer has presented a plat that would be exclusively single family.
The proposed zoning classification is consistent with the Comprehensive Plan and other

John: First, thank you for notifying me personally regarding the rezoning of "Williams 2nd Addition". I did receive
notification by mail, but I'm not sure I'll be able to attend the meeting. Therefore, I will give you my views via this e-mail.
Regardless of the builder's submitted plans for this site, I don't understand why it's being proposed to rezone this property
R3?? My understanding is that R3 would permit the builder, if he so chose, to erect multiple unit dwellings. I know he's
submitted plans to build single family homes, but couldn't he change his mind at some point in the future; and, if the property
is zoned R3, choose instead to build a multiple unit apartment complex?
Given the relatively large attendance and decidedly negative opinions expressed at the last meeting (associated with the
proposed 30 unit complex on Whispering Lane), I would think the Planning Commission would want to do all it could
to guarantee to the residents of this area that nothing but single family homes could be built on the Williams 2nd Addition
I1IQOO!y .
In summary, I'm vehemently opposed to the rezoning of Williams 2nd Addition from Agriculture to R3!!
On another subject, I would like to discuss with the Planning Commission, and the Hastings Police Department, what can be
done to reduce the traffic on Featherstone Rd; or at the very least, slow the traffic down. Mv wife and I are paying
apl'roximatelv $4700/vear in nronertv taxes to. in effect live on a freeway!! I'm not exaggerating when I say that one out of
every three cars on Featherstone Rd is traveling in excess of 55 mileslhour!! This is the street my wife and I need to cross to
get our mail!! What's really unbelievable is I rarely see the Hasting Police patrol this street, and have never seen the police
when the kids are traveling to and from the High School. Hell -- the Police could park in my driveway and get a month's
worth of moving violations in one day!!
Please, any insight you can provide on this issue would be greatly appreciated!!

Backaround:
Saddam Samaan has applied for a tobacco license for the Shell Station, 1355 South
Frontage Road. A background check has been conducted and there are no legally
disqualifying factors to deny the issuance of a tobacco license. This license will be in
effect until December 31, 2004.

APPROVING TOBACCO LICENSES
WHEREAS, Saddam Samaan has applied for a tobacco license to sell tobacco and
tobacco-related paraphernalia at Shell Station, located at 1355 South Frontage Road; and
WHEREAS, a background check has been conducted and the 2004 license fees
must be paid.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HASTINGS AS FOLLOWS;
That the Mayor and the City Clerk be authorized to sign a license authorizing the
above applicant to operate as a licensed tobacco establishment for the period of May 18-
December 31,2004, unless revoked by the City Council, upon receipt of applicable license

at Trattoria da Vinci Restaurant
Council Action Requested".
Approve the issuance of an On-Sale & Sunday On-Sale liquor license at Trattoria da
Vinci Restaurant, with invoicing a prorated portion of the liquor license fee as
established by City Code and contingent upon compliance with all building codes,
planning conditions, and other applicable city ordinances and conditions.
Backaround:
Staff received an application from Diane Mataini, Angelo Volpicelli, and Joel Lehman
for On-Sale & Sunday On-Sale liquor licenses at 1223 Vermillion Street, the
proposed location for a restaurant. The owners have completed all applicable
application materials and background checks have been conducted. Based on the
information received to date, there appears to be nothing that disqualifies any of the
licensees from being issued a liquor license.
The establishment is not yet open for business, and this approval is contingent upon
all city codes and conditions befflg met. City Code states that the City can prorate
liquor license fees, as long as it is not less than Y2 of the annual license fee.
Therefore, staff will be invoicing the applicants for $1 ,700 for Y2 of the on-sale liquor
license and $100 for Y2 of the Sunday on-sale license for the 2003/2004 license year.
The applicant will be required to complete renewal paperwork and pay the required
fees for a 2004/2005 liquor license when that paperwork is sent out later this spring.

Liquor License Amendment for June 12, 2004 for DuGarel's
Reauested Action
Approve the attached resolution approving a request to amend the liquor license of
DuGarel's for June 12, 2004 contingent upon all requirements being met.
Backaround
Attached is a request from Jessie Ritter, manager of DuGarel's, for an amendment to
their liquor licenses for Saturday, June 12, 2004 for a benefit. The amendment is to
allow the sale of liquor in a temporary site (in this case a tent), on the same property
adjacent to the permanent structure.
Access to the tent will be through the building of DuGarel's, and no alcohol will be
allowed outside of either the permanent or temporary site. Ms. Ritter has provided a

Riverwood/SouthOaks
Council is requested to add to the consent agenda, approval of Change Order #3
to the 2003 Riverwood/South Oaks Project. The Change Order involves expanding the
project's scope to include construction of South Oaks Drive, located on the south end of
the development, connecting Century Drive and Olson Drive. The estimated Change
Order cost is $132,000. The developer has requested the Change Order to take advantage
of the low construction costs that were bid last fall. All ofthe additional expense will be
assessed back to the development. There is no City funding in this Change Order.

REQUEST
Siewert Construction seeks site plan approval to construct a 36 unit
apartment\condominium building on Lot 1, Block 7, Riverwood 7th Addition located at the
southwest corner of 31st Street and County Road 46. The property is 2.87 acres in size.
The City Council tabled action of the request at the April 19, 2004 meeting in order to
hold a neighborhood meeting informing residents of the change to rental units.
NEIGHBORHOOD MEETING
On May 5, 2004 a neighborhood meeting was held at City Hall. Residents within 350
feet of the project were notified, and a development sign was placed on the property
informing of the meeting. Three residents attended along with the developer, staff and
Councilmembers Schultz, and Hicks. Those in attendance stated a preference for
ownership versus rental units.
RECOMMENDATION
The Planning Commission recommended unanimous approval of the Site Plan on April
12, 2004, subject to the conditions of the attached resolution. Commissioners
discussed architectural elevations of the building and ownership status of the units. No
one from the public spoke for or against the request during the meeting.
At the meeting, Todd Siewert stated the building would be subdivided into individually
owned condominium units, however all units would be held by Siewert and rented out
individually.

BACKGROUND INFORMATION
Comprehensive Plan Classification
The 2020 Comprehensive Plan designates the pro~erty as U-II - Urban Residential (4-8
units per acre). Density for the entire Riverwood 7 Site is within the 4-8 unit limit of the
district.
Zoning Classification
The subject property is zoned R-3 - Medium-High Density Residence\Planned Residential
Development. Multiple family dwellings are a Planned Residential Development permitted
use.
Planned Residential Development
The project was approved as a planned residential development, allowing deviations from
specific zoning provisions (setbacks, lot size, etc) as well as the ability to cluster units on a
portion of a property at a density equivalent to the entire parcel, in exchange for a higher
level of design. The plan designated the site for a 36 unit condominium building.

adequate separation. No vehicular access is proposed or is allowed along County Road
46.
Pedestrian Access and Circulation
Pedestrian access and circulation is acceptable a sidewalk has been added to connect the
building with the County Road 46 trail.

Parking is acceptable and is as follows:

The parking lot setback meets the minimum 10 foot requirement along the perimeter of the
property.
Landscaping
The Landscape Plan provides for a variety of tree and shrub plantings along the building,
roadways and parking lot. The following additions are needed to comply with minimum
requirements:
1) Boulevard trees must be planted at spacings of no less than 50 feet along all
public right-of-ways. One boulevard tree must be added south of the entrance
on 31st Street. Trees must be added along County Road 46
2) Trees planted under overhead power lines should be substituted for a lower
growing species to the satisfaction of the City Forester. Amur Choke Cherry
trees are recommended.
Fencing and Walls
Fencing or walls have not been indicated on the site pJan. Construction of any fencing or
walls must be approved by the Planning Director.
Architectural Elevations
Architectural Elevations are acceptable and meet the requirements of the Architectural
Appearance Ordinance. The primary exterior material is vinyl siding. Split face block and
brick veneer are incorporated along the bottom third of the building and along the center
entrance. Colored aluminum trim has been added to segment the vertical elevation of the
building. The building has been broken horizontally through offsets and decks.
Trash and Waste Disposal
Trash and waste disposal is proposed to be located in the garages. All waste refuse
facilities shall be contained in a fully enclosed building. Dumpsters outside of buildings
shall be prohibited
Photometric Plan
Parking lot lighting is not proposed as part of this application.
Grading, Drainage, Erosion Control, and Utility Plan
The City's consultant engineer has reviewed the Grading, Drainage, Erosion Control, and
Utility Plans. Approval of the Site Plan is subject to approval of the Grading, Drainage,
Erosion Control and Utility Plans by the Public Works Director, and reimbursement for any
fees involved in plan review.

Minnesota; and
WHEREAS, on April 12, 2004, review was conducted before the Planning Commission
of the City of Hastings, as required by state law, city charter and city ordinance; and
WHEREAS, The Planning Commission of the City of Hastings recommended approval
ofthe Site Plan subject to the conditions ofthis resolution.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HASTINGS AS FOLLOWS:
That the City Council hereby approves the site plan request of Siewert Construction as presented
to the City Council subject to the following conditions:
1) Vehicular access to County Road 46 shall be prohibited.

REQUEST
The City Council is asked to order a public hearing to vacate approximately 24 feet of the
southern right-of-way of 1 st Street, west of Sibley Street, adjacent to the American Legion.
The request would allow for construction of an 18 foot wide deck on the north (river) side of
their existing building.
The public hearing would be scheduled for the June 7, 2004 City Council Meeting upon
approval by the Council.
BACKGROUND
The existing right-of-way is unimproved and contains a steep slope from the legion building
to the Mississippi River trail.
Additional approvals would be necessary to construct the deck including Site Plan, and
Special Use Permit.

LEDuc LADIES NEEDLEWORK:
GOOD DESIGNS REACH ACROSS A CENTURY

This was going to be a banner year for two of the
LeDuc daughters. Florence and Alice LeDuc, daugh-
ters of General William G. and Mary LeDuc, were
having their needlework designs
featured in the October issue
of a national magazine,

This very favorable review would result in a jump in
sales of their embroidered household linens.
At the turn of the 20th century, when most young
women of their station were not involved in com-
merce, Florence and Alice LeDuc were running a
business designing their own products and employing
over two dozen women to execute their designs.
They later employed a saleswoman who sold their
pieces well outside the borders of Minnesota. How
did they come to do this?
While General LeDuc was well known national-
ly as the fIrst Commissioner of Agriculture and the
LeDuc family lived in one of the most stately resi-
dences in Hastings, they were not a wealthy family.
To augment their family's financial health Florence
began selling her embroidery in the 1890s. Alice
added her talents as primary designer later and the
Hastings Needlework business was the result. Alice
designed custom embroidery pieces to complement
a room, highlighting a structural element or a piece
of furniture.
At that time flowing, flowering vines and
arabesques were common in needlework patterns.
Hastings Needlework did some of these designs as
well as more unique designs. Some of their unusu-
al designs featured dragons, griffins and birds
derived from medieval wood carvings. They also
used Indian designs and colors as inspiration for
their work. One particular color in silk, an old
China-blue, was a favorite of the LeDuc daughters.
When this color was no longer going to be manufac-
tured, they reserved the entire remaining supply for
their future work.
They employed local women to do the actual
embroidery. Not all of these women were sewing
because they needed money; several of them were
known locally for their embroidery expertise. Some
of the workers were specialists, doing just one part of
a design. To keep the fmished pièce looking coordi-
nated, a detailed chart was sent out with the piece so
each worker could see the desired finished result.
Sales of their work varied, depending upon how
much time they could invest in it. When the family
was temporarily living out of Hastings, their proØuc-
tion went down. The business slowly declined until
in 1919 Alice puréhased a house in Minneapolis and
began a lampshade business.
The LeDuc house was sold to Carroll Simmons in
1940 and he used it for his a,ï.tique business. In 1958
he donated the house to the Minnesota Historical
Society with the right to occupy it until 1983, with
that right extended until 1986.
CITY OF HAsTINGS, 2003
After much effort and negotiation, the City of
Hastings wm receive ownership of the LeDuc
Mansion from the Minnesota Historical Society.
After bringing the building up to code, ownership
will be transferred to the City with the Dakota
County Historical Society in charge of tours, pro-
grams and displays.
While funding was available for the physical ren-
ovation of the building, money must be raised for the
tours, programs and displays. Groups from Hastings
are stepping forward to fundraise for this historic
hometown building.
One of these volunteering groups is the Hastings
Spiral Piecemakers (HSP), the local quilting guild. In
April 2003 guild member Sandy Carroll brought up
the idea of making a quilt to auction off with the pro-
ceeds going to the LeDuc Mansion Fund. With over
20 names on the sign up list it was time to do a little
historical resea¡;ch.
The Pioneer Room is Hastings' local history
room. At the June 2003 meeting of the Spiral
Piecemakers Cindy Thury Smith, Pioneer Room
curator, showed the only LeDuc quilt in their collec-
tion to the quilters. This quilt is a hexagon scrap quilt
made from Civil War-era fabrics. The entire surface
of the quilt is covered in hexagons. While this kind
of quilt is fascinating for textile and quilt historians it
would not be that interesting for the average person.

Wisely, the HSP decided to create a quilt with more
visual interest.
At the first design meeting in August 2003, a cen-
tral medallion quilt style was chosen, similar to a
design on a book cover brought by one of the mem-
bers. The central diamond area would be made up of
small hexagons, to echo the LeDuc hexagon quilt.
On top of this hexagon background a fabric appliqué
of the LeDuc mansion would be sewn. The central
area would be bordered, then corner triangles added.
On the book cover these corner triangles were intri-
cately pieced units but the HSP decided they wanted
something more directly linked to the LeDuc family.
A trip to the Pioneer Room was in order.
Ms. Carroll visited the Pioneer Room to look
over the approximately 500 tissue paper patterns
from the Hastings Needlework Company stored
there. Several designs that could be translated into
fabric appliqué were photocopied. These were given
to another guild member, Denise Vokoun, who would
design the quilt and stitch the central building
appliqué. In August and September fabric and money
donations were solicited from guild members. In
keeping with the time frame the LeDuc Mansion was
built, Civil War reproduction fabrics were extensive-
ly used. Kits were cut and passed out to guild mem-
bers to make small crazy quilt blocks which would be
the outer border of the quilt. Fabric and patterns for

the corner triangles were also farmed out.
During November, December and January vari-
ous completed units were turned in. On January 31,
2004, a meeting was scheduled at the Hastings
Library to assemble all the various pieces into the
completed quilt top. Along the way modifications
had to be made to the design, decisions had to be
made about what colors and placement of borders,
etc., but it was all pulling together into a whole.
After piecing the quilt, top quilting designs will be
chosen. It will be quilted using both machine and
hand quilting techniques.
After the quilt is completed it will be pho-
tographed and displayed at various functions, such as
the Patterns of the Pioneer Quilt Show held in
Hastings City Hall, July 2 and 3, 2004. TIùs show
will be held in conjunction with the re-enactment of
the Grand Excursion of 1854. Minnesota Quilters,
the statewide quilters guild, will be highlighting this
quilt show and the LeDuc Auction quilt in their May
newsletter. In 2004 Quilters Newsletter Magazine
will feature designs by the LeDuc daughters in an
article about this auction quilt in their "What's New
and News in Quilting" COIU.ln..,.

LeDuc House Restoration Update
The following is the May update on construction work for the LeDuc House Restoration. If you have
any questions or concerns, please let me know and I will be happy to discuss them with you.

Summer Kitchen pluming, mechanical, and electrical rough-ins are complete. Plastering has
begun in this area. A need for air exchange in the Summer Kitchen attic is being discussed.
Access panel will be added to both the attic and the crawl space.

Changes in plaster repair scope have been approved. Plasterer is on site and beginning work.
All ghosting on the plaster walls indicating previous conditions will be recorded before repairs
begin.
It was decided that heating needs to be added to front door vestibule. There originally was no
radiator or other heat source in the room. Initially it was felt the supplemental forced air system
would be sufficient, and we did not want to add a "historic" looking radiator where there had
been none before. A small modem, but "low key" cast iron radiator will be added.
Plaster samples have been taken of all rooms and are being tested for chemicals that indicate
historic paint wash, and historic wallpaper glue. Pigments will be identified and color matched if
present.

Couples on radiator pipes were not installed in appropriate locations along pipe. Photos from
before construction were used to identify original locations, and contractor will relocate at his
cost.
Replacement radiators have been purchased. Because of the difficulty in finding matches, the
radiators purchased were not of the appropriate length. They will need to be disassembled and
sections removed to create the appropriate length. Radiators will be fully tested for successful
reassembly before installed.

The storm windows were reviewed for damage and standards for repair discussed. The architect
and MHS provided guidelines for epoxy I consolident repairs vs. replacement. Replacement will
only take place if it is thought epoxy repairs will fail in that location.

New schedule indicates the project will almost be complete at the end of July. Only sod should
remain to be installed. Sod installation when it has the best chance of successfully establishing
itself.
Carpenter ants appear to be active in the house again. They were found in the library bay
window when masons were resetting stones just below the wood panels at the windows.

Squirrels are also likely back in the attic. A live trap has been set in the 3" floor, and is checked
daily. At the end of the project, all trim and other possible known entry points will have been
repaired, or blocked. A pest control operator has been called out, and will recommend pest
management plan. Agreed upon plan will be executed.
